Organizational Setting

The Regional Office for the Near East and North Africa assists Member Countries in the Near East and North Africa in economic research and policy analysis related to all five of the Organization’s strategic objectives (food security, sustainable agriculture, poverty reduction, inclusive food systems and resilient livelihoods); FAORNE provides evidence-based analytical support to national and regional policy processes and initiatives related to food security and sustainable agriculture. It is also responsible of preparing the official regional publication of the FAO: Near East and North Africa Regional Overview of Food Security and Nutrition. FAORNE also leads various programmes and projects at country level in NENA Region on agricultural policy monitoring, climate change, agribusiness and food value chains, and food security information and analysis in support of national policy reforms and regional dialogue. It supports member countries to improve diets and raise levels of nutrition, as well as support with appropriate policies, strategies and methodologies for improving the efficiency and inclusiveness of their food and agricultural systems.

The Consultant/PSA reports to the Regional Programme Leader.

Technical Focus

Development of a regional digital strategy and plan framework for rural transformation in the Near East and North Africa region.

Working with member governments, FAORNE recognizes the value of digital technologies to deliver transformation in the agricultural sector in the region. To accelerate this change, the office intends, using a digital strategy framework to support the development process at country levels to inform and target agricultural interventions.

Tasks and responsibilities

Tasks and responsibilities will include one or more of the following:

  • Provide technical and policy advice to support FAO’s work in selected countries for the development and implementation of the NENA regional digital strategic framework for 2021-2023 with a clear road map
  • Put in place a regional framework for interactive partnerships with private sector, in line with the new FAO strategy on private sector, and propose new initiatives to promote digital solutions in agri-food systems for smallholders and encourage public-private investments at regional and national levels.
  • Conduct or support analytical studies of the agricultural transformation process capitalizing on existing programmes and partnerships with development organizations (IFAD, ITU, ICBA, WB, ICARDA, etc.) with special focus on an inclusive and holistic approach to benefit smallholders in the NENA region, with emphasis on women and youth.
  • Put in place joint programmes with known universities, research and innovation centers to inform work in support of young SMEs, incubators and accelerators in the NENA region
  • Perform capacity development activities (e.g. organizing trainings, workshops, facilitating technical networks), and project implementation (e.g. supporting work planning, providing inputs for reporting, etc).
  • Develop a three years resources mobilization action plan and framework for an innovation fund.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Agriculture, Rural development, International development or relevant studies
  • At least 10 years of relevance experience and knowledge in agriculture, rural development, poverty reduction and food security.
  • Working knowledge of English and limited knowledge of another FAO languages (French, Spanish, Arabic, Chinese, Russian) for COF.REG. Working knowledge of English for PSA.SBS.

Technical/Functional Skills/Selection criteria

  • Work experience in more than one location or area of work
  • Extent and relevance of experience in strategy and action plan development, partnership and resource management
  • Extent of knowledge and experience of applied rural development issues in the context of e-agriculture and innovation in agri-food systems
  • Extent and relevance of experience in the NENA region.
  • Extent of writing and moderating skills.
  • Level of knowledge of Arabic and/or French
  • Level of familiarity with UN system
