Duties and Responsibilities The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information, and Telecommunications Technologies services and training to all peacekeeping and special political missions around the world as well as to other UN Offices, Agencies, Funds and Programs.

The United Nations Global Support Center (UNGSC) is seeking to hire a part-time Consultant to support its effort in the development of a global spare parts management strategy and pilot it in 1-2 field entities. The Organization in its mission entities owns over 460,000 units of plant and equipment (PE), nearly 20,000 of those are fixed assets with an acquisition value above the IPSAS threshold of US$ 25,000. The total value of the PE fleet is approximately US$2.3bn (AV) with a current book value of around US$500m. The fleet is distributed amongst 37 plants/missions at over 540 operational locations.

All equipment undergo preventive and corrective maintenance throughout their life cycle. The frequency, schedule, and scope of these services vary across plants, equipment types, and locations. Each type of maintenance service requires specific spare parts and consumables. The organization has spent over US$20m on spare parts in the 2022 budget cycle, which represent ~5% of the PE fleet’s book value during that same period. The global material master currently contains ~30,000 product entries of spare parts, which is growing in numbers monthly by ~150 entries.

Entities face challenges during all stages of the supply chain for spare parts. Planning and forecasting of services and required parts and consumables in the highly dynamic and challenging theaters of operation is extremely difficult. The sourcing of parts into the most remote and volatile areas of missions is filled with challenges from gaps in the available contracts’ portfolio, ever changing description and identification of parts, unstandardized fleets, cumbersome procurement processes, or forwarding and customs clearance issues, which can be particularly problematic for military and defense related parts. Challenges also exist in handling and warehousing including visibility over availability and storage location, and accurate inventory management at local entity level. The consumption recording or, if unused, the identification of surplus and a controlled and effective disposal process are all elements that contribute to a highly complex situation.

UNGSC intends to develop a global spare parts management strategy following an initial assessment and reports that were developed in 2019. The reports include draft implementation strategies and road maps that would lead the organization into a more effective era of spare parts management with the main target to eliminate or reduce shortcomings.

The Spare Parts Management Consultant will work under the direct supervision of the Chief, Delivery and Return Section. A large portion of work will fall on the coordination and cooperation with local users in missions as the ‘as-is’ status in terms of the spare parts management situation at local entities will determine the gap that needs to be closed.

The work packages at local entity level during an initial phase will include, but are not limited to: -Fleet identification -Development of preventive maintenance (PM) plans for entire fleet by groups. -Determination of PM spare parts -Historical parts consumption analysis for all types of spares -Wall-to-wall physical verification of local spare parts inventory -Codification of all parts (in stock and required) One of the deliverables in an initial phase will also be the development of a strategy matrix covering the end-to-end supply chain of spare parts at local and regional/global level. The global strategy shall include the creation of regional and global support hubs based on the global segmentation of requirements and strategy elements.

A following phase will include: -Configuration and roll-out of the necessary SAP tools and processes -Spare parts management specific calculations based on consumption patterns, maintenance plans, operational risks, and other factors. The consultant shall also provide detailed classroom as well as remote virtual training to local and global spare parts planners and managers at missions.

The strategy that is to be developed shall also include a spare parts management operational guidance which is directly linked with, and is an integral part of the Global Assets Management Framework, which is currently being developed by the UNGSC. This Framework will analyze the entire life cycle of assets and discuss the optimization of the ultimate performance indicators of assets – the Return on Asset (RoA) based on assets utilization and productivity, and alternative solutions to assets ownership.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in supply chain, logistics, commerce, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of five (5) years of progressively responsible and proven experience in asset/spare part management, supply chain management, logistics, commerce, or a related field is required. A minimum of five (5) years of experience in automotive spare parts identification, ordering and management is desirable. Experience in the use of the logistics modules of SAP with a focus on Inventory Management is desirable. Experience in the codification of material is desirable. Experience conducting research, evaluating and integrating information from a variety of sources is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
