UNICEF has a key role for South-South Cooperation as broker for international networking as well as in facilitating bilateral and multilateral dialogues and sharing of good practices, knowledge and technical expertise, promoting human rights based approach to development in Brazil and other countries. To effectively place children's issues within Brazil's South-South Cooperation agenda, and as part of the 2017-2021 Country Programme, UNICEF Brazil works closely with ABC and other technical counterparts of the Brazilian government around areas of advocacy, capacity development, technical trilateral SSC programmes and knowledge management.

The partnership between UNICEF and the Brazilian Government on South-South Cooperation for children was formalized in 2011 through the signature of a global MoU between the two entities. This was thus the starting point for the Trilateral South-South Cooperation (TSSC) programme of UNICEF and ABC. The TSSC programme has since then continuously evolved into an ever more structured and strategic partnership. Following the recommendations of an external evaluation in 2019, covering 7 years of implementation and cooperation with 16 partner countries, the TSSC programme is currently investing in improved programmatic and operational tools, instruments and guidelines, as well as further evidence generation, so as to ensure an increased results-based and rights-oriented TSSC agenda built around the evidence of what works for children.

Within this context, the National UNV will provide technical support for the implementation of the ABC-UNICEF TSSC work plan, as agreed for the period of 2021-22. This includes support for organization of technical exchanges between government parties of two or more countries, elaboration of programme documents and related material, and systematization of lessons learned and good practices.

Under the direct supervision of the South-South Cooperation Programme officer, within the overall oversight of the Chief of SPM&E, the UNV South-South Cooperation officer will provide professional technical assistance and support for programme design, planning and implementation of Technical Trilateral South-South Cooperation programmes focused on Child Rights and Equity, as per the UNICEF-ABC work plan of 2021-22; development of TSSC programming tools and guidelines; data analysis and progress reporting; as well as identification, documentation and dissemination of lessons learned and good practices to support the TSSC agenda and the overall UNICEF Brazil Country Office programme.

The work will be concentrated around the following activities:

Support planning, organization and implementation of SSC programmes with Brazil and collaborating countries: • Supporting planning processes of technical SSC missions (including virtual missions), including organization of multi-stakeholders meetings and video-conferences as well as logistical arrangements; • Support elaboration and review of draft Terms of References for missions and project proposals, as well as other related activities; • Elaborate follow-up information and monitor progress as recommended by supervisor.

Support internal and external knowledge- and information sharing: • Support internal and external communication and sharing of key information and reference documentation, including elaboration of draft photo notes and other informative programmatic updates for internal and external audiences; • Translating key documents as required; • Supporting organization of internal and external SSC meetings and events; • Identifying and sharing information on potential SSC partners in Brazil and elsewhere, including virtual platforms and networks for knowledge sharing. • Supporting strategic agendas of the SPM&E section

Support identification, documentation and dissemination of lessons learned and good practices in Brazil and elsewhere: • Support map-out and documentation of good practices in Brazil; • Support map-out of knowledge gaps in Brazil, as per the Country Programme priorities; • Support map-out of good practices and innovations of other countries that could serve as references for Brazil; • Drafting of lessons learned and good practices; • Promoting internal and external communication and information sharing of experiences within UNICEF as well as other UN agencies and partners.

Support data analysis and reporting • Support systematization of written updates and reports on progress, including from technical mission, communication material and other sources of information related to the UNICEF Brazil SSC agenda. • Support design of strategic notes and policy briefs for the TSSC agenda and the overall SPM&E section. • Support elaboration of progress reports, including Country Office Mid-Year and Annual Reports.

Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: SSC exchanges are effectively planned, monitored and implemented; • Timely SSC follow-up documentation and actions; • Lessons learned and progress regarding the UNICEF Brazil SSC agenda are documented and disseminated internally and externally; • Quality support provided for identification, documentation and dissemination of Good practices of relevance to UNICEF programme areas, in Brazil and elsewhere; • Quality inputs for reporting as well as internal and external communication provided in a timely manner; • Increased internal and external communication and sharing of information and knowledge regarding the UNICEF Brazil SSC agenda; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• At least 3 years of professional work experience at the national and/or international level in programme management, international cooperation, or related field of work. • Experience in the area of human rights and/or sustainable development is an asset, as is experience working in the UN or other international development organization; • Proven knowledge of results-based management, including elaboration of project documents and log-frames; • Solid knowledge of international development and technical cooperation, especially with regards to Brazil’s SSC model; • Proven knowledge of human rights • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in child rights, volunteerism as a mechanism for durable development, and the UN System.

The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide. Rent for small one-bedroom apartments range from 200 USD (unfurnished) to 600 USD (furnished) per month. UN Volunteers are also encouraged to share accommodation.

Brazil is security level 3 (moderate). UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.

Brasília has a tropical savanna climate (Aw, according to the Köppen climate classification), with two distinct seasons: a rainy season from October to April and a dry season from May to September. The average temperature is 22ºC, rising to over 30ºC during the hottest period. The hottest month in Brasilia is September and the coolest month is July.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
