1. Organizational Context

  1. Organizational Setting

The post is located in the Technical Cooperation Section of the PCT International Cooperation Division (PCT-ICD). The PCT-ICD is responsible for the development and implementation of cooperation activities vis-à-vis Offices of PCT Member States in their capacities as Receiving Offices, International Searching and Preliminary Examining Authorities, and Designated and Elected Offices, as well as States considering accession to the PCT, with a view to contributing to the efficient functioning of the PCT system and promoting a better understanding of the PCT and the patent system among Offices' staff, practitioners and the user community, covering inter alia operational, technical, procedural, legal and training activities. The Technical Cooperation Section (TCS) is responsible for the coordination and development of technical cooperation activities with Offices, promoting and improving the use of the Information and Communication Technology (ICT) tools and systems of the PCT.

  1. Purpose Statement

The incumbent performs coordination, development and international technical cooperation activities related to the deployment and use of the PCT online services and tools, such as ePCT web services, data exchange with IP Offices and technical support.

  1. Reporting Lines

The incumbent works under the supervision of the Head of Section.

  1. Work Relations

The incumbent works closely with different areas of the Patents and Technology Sector (PTS) as well as with other WIPO Sectors, officials from IP Offices and users of the PCT in general.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Engage with IP Offices for the deployment and promotion of PCT online tools. Maintain close relations, provide specialized advice, identify needs and initiate measures to strengthen cooperation with Offices.

b. Work closely with technical teams of the PCT Information Systems Division (PCT/ISD) to provide technical support and to act as the main focal point for any technical queries reported by IP Offices, including feedback queries following on the deployment of PCT online tools and services.

c. Provide continuing user support, including resolving difficult problems, advising on the use of new techniques and monitoring Office activities related to data exchange and usage of PCT online services and tools.

d. Contribute to the development of online training materials, tutorials and technical documentation maintained by the section (e.g. PCT-EDI, PCT Minimal Specification for transmitting documents to the IB, etc.).

e. Collaborate with internal stakeholders on the development of a strategy for promotion of ePCT and related systems to IP Offices and assist with any resulting promotional activities such as seminars, workshops, symposia and training programs.

f. Participate in international cooperation activities with IP Offices in the field of information and communication technology and represent the Section in various WIPO technical meetings.

g. Prepare and present reports on the activities of the Section with IP Offices.

h. Keep up to date with new technologies, methodologies and developments in PCT system for delivering and supporting international cooperation activities.

i. Follow the Section's work plan to contribute to the efficient use of all financial, human and other resources.

j. Perform other tasks as assigned by the Head of Section.

3. Requirements

Education (Essential)

First-level university degree in computer science, information systems, engineering or other closely related fields.

Experience (Essential)

At least six years of relevant professional experience including experience in developing and managing information and communication technology systems, such as web-based technologies, XML data processing, and machine-to-machine communication at national or international levels. An advanced university degree in one of the aforementioned disciplines may be accepted in lieu of two years of experience.

Experience (Desirable)

Experience as patent examiner, including PCT processing and user support activities in an Industrial Property Office. Experience in working in a highly secure environment, involving sensitive information data flows.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of other PCT publication languages (Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Russian and Spanish).

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the July 2021 rate of 83.6%
