Technical Cooperation: •Organizes training seminars for national experts in areas such as social protection, •Supports countries, upon demand, in developing national strategies on social protection, assessing their national social protection systems, implementing reforms and advising on social protection delivery system changes and organizational set-ups of social protection programme implementers ...etc. - Supports the development of social protection systems and reforms country profiles and the development and drafting of annual social protection digest reports; - Supports the development of innovative social protection graduation approaches; •Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. •provides other tbd. SP-related technical support to member states. General •Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services.

Duties and Responsibilities Background

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located within the ESCWA Cluster on Gender Equality, Population and Sustainable Development of the Economic and Social Commission for Western Asia (ESCWA). The Social Affairs Officer (Regional Advisor on Social Protection) reports directly to the Director of the Cluster.

Duties and responsibilities

Within delegated authority, the social protection consultant will be responsible for the following duties: Social Protection Analysis: •Participates in the analysis of social development and social protection issues in selected areas at the global, regional and national levels; undertakes empirical research and analysis of trends and developments and related policy issues relevant to social protection, projects and initiatives. •Provides input to research carried out by the Cluster in areas such as social policies social protection, particularly social assistance (including cash transfer) and social registries, social insurance (pensions and social health insurance). •Assists in the planning, organizing and servicing of technical and ad hoc expert group meeting; drafting and editing reports and preparing summaries of meetings, etc. •Represents the Cluster at international and other meetings; organize and contribute to working groups, meetings, conferences, consultations with other agencies and partners on social and economic development related matters. •Prepares/contributes to the preparation of various written reports, documents and communications, e.g. drafts or edits reports or sections of analytical reports, studies, background papers, parliamentary documents, briefings, etc.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in sociology, economics, other social science or related field is required. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Experience: A minimum of four years of progressively responsible experience in socio economic development, policy analysis, sociological research or related area is required. A minimum of three years of experience in social protection, is required. Knowledge of the Arab region is desirable. Language: English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this position, fluency in English is required. Knowledge of Arabic is very desirable. Knowledge of French would be an asset.
