Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

For UN Women, social protection entails the provision of access to a minimum income and to health care for dependent groups such as children and the elderly, as well as working-age people and in cases of sickness, unemployment, maternity and disability. In most countries, eligibility for social protection has historically been based on formal employment status through contributory schemes. These schemes exclude the informally self-employed, leaving millions of people worldwide unprotected, disproportionally women. In Lebanon, social protection has become ever more important following the public’s demands in the 2019 protests, as well as the growing economic crisis and onset of the COVID-19 outbreak. These events have highlighted the lack of social protection mechanisms in Lebanon, and exacerbated vulnerabilities amongst the poorest populations in Lebanon. UN Women has been working to support the Ministry of Social Affairs in ensuring roll out of social assistance for Lebanese population is equitable, with regards to the worsening conditions specifically stemming from the dire economic and social situation.

Social assistance in Lebanon is primarily provided through the Ministry of Social Affairs, the Prime Minister’s Office, as well as key social Ministries such as MoPH and MEHE, alongside informal delivery of social assistance through a wide array of civil society, faith-based and political organisations. One of the primary governmental social safety net programmes is the National Poverty Targeting Programme (NPTP) which is a combination of food-voucher social assistance and financial access to social services to `extremely poor’ Lebanese households, managed and led by MoSA.

UN Women is working to support MoSA to provide equitable social assistance in order to mitigate the impact of the COVID-19 pandemic in Lebanon, and in this is working to ensure that national social assistance is provided in an equitable manner.

Duties and Responsibilities

The Consultant is expected to undertake the following, under the day to day leadership of the Social Protection Advisor in MoSA:

  • Provide the necessary assistance and support to programmatic issues.
  • Provide support in the implementation of the project activities.
  • Support the administrative process such as the maintenance of NSSP project files and records.
  • Take minutes of meetings (MoM).
  • Review and summarize relevant publications assigned by the Direct Supervisor
  • Review incoming NSSP correspondence assigned by the Direct Supervisor
  • Review NSSP project proposals
  • Ensure NSSP project implementation alignment with approved project proposals.
  • Ensure an efficient and fast dissemination of external correspondence.
  • Perform the required administrative work, typing, printing, translating documents.
  • Assist in the preparation for the meetings, conferences, trainings and activities.
  • Assist in the preparation of talking points and presentations
  • Assist MoSA NSSP departments with ad-hoc tasks as requested by the Direct Supervisor.
  • Collection of the progress reports and conducting preliminary screening before transferring to Direct Supervisor and the M&E Officer.
  • Follow up on deadlines and deliverables
  • Consolidate all NSSP guidelines in a single reference book and ensure that they are up to date.
  • Perform other tasks requested by the Direct Supervisor

The following deliverables will be expected:

Monthly update reports, to include details on the work undertaken at the ministry (as relates to the provision of technical support to the Ministry in regard to the development of the national social protection framework and the design of social assistance); including monthly narrative report, charting work and results.

Required Skills and Experience

Education:

  • University degree, preferably in development, social sciences, administration or related area

Experience:

  • A minimum of 1 year of relevant, practical working experience in development related projects, preferably with hands-on experience in coordination and project implementation;
  • Experience working with government counterparts;
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, etc.).
  • Experience in the areas of coordination, social protection;
  • Experience working on women’s rights and gender is an asset.
  • Computer skills, internet communication and command of MS Office

Language Requirements:

  • Written and oral English and Arabic is a must, French is an asset.

Evaluation Criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

  • Education: 15%
  • Professional Experience & background: 30%; should detail work experience, specifically experience which is relevant to the consultancy requirements indicated above.
  • Cover note: 25%; cover note should clearly state the availability and method of engagement to deliver on key outputs, while clearly explaining how the candidate meets the requirements and their ability to deliver in due time.

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation
