The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The Policy Unit is currently hiring an expert to provide support to programme and policy work related to climate crisis, adaptative social protection, resilience and disaster risk reduction (DRR).

BACKGROUND:

Operating in Haiti since 1969, WFP has progressively adopted a broad portfolio of both humanitarian and development activities in support of the Government’s work on developing sustainable solutions for addressing hunger and malnutrition, working with donors, United Nations agencies and nongovernmental organizations (NGOs). WFP has been diversifying its portfolio along the developmenthumanitarian nexus with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition-sensitive activities, as well as progressive local purchases and the provision of emergency logistics, telecommunications and aviation services. WFP has vast experience in providing technical advice and operational support to strengthen governments’ social protection systems and is also considered the largest cash provider in the humanitarian community.

The Haiti Country Office is in need to better engage with its beneficiaries and the communities they live in in order to raise awareness and knowledge, or induce social and behaviour change on topics relevant to WFP’s mandate and operation.

PURPOSE OF THE ASSIGNMENT:

The purpose of the consultancy is to develop the Country Office’s capacity to design and implement communication strategies directed at its beneficiaries and they communities they live in, and support the Government in developing communication strategies, plans, tools and materials using social and behaviour change communications (SBCC), including but not limited to social marketing principles. It will focus on social and behaviour change that may increase the impact of existing interventions pertaining to various areas of work across sectors (prevention of COVID-19, nutrition, resilience, fortification, social protection, emergency preparedness, gender, financial inclusion, use of technologies for cash transfers, complaints and feedback mechanisms, etc.)

The incumbent will work within the Programme unit to support the emergency, school feeding, resilience, safety nets/social protection and nutrition teams, but will also have strong working relationships with the Policy, M&E and Gender and Protection units.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Head of Programme, the consultant will:

Task 1: Support the Country Office in designing and implementing the most appropriate communication related approaches, strategies, and tools, monitor results and disseminate findings;

  • Develop/support the development of effective SBCC strategies and plans based on evidence and tailored to address local needs and context to most effectively reach key target groups;
  • Identify, engage, and map stakeholders in country-level SBCC activities and strategies;
  • Using available data to define problem statements, define SMART project objectives, and select/prioritize primary and secondary target audiences;
  • Advise on the design and implementation of formative research to develop a comprehensive understanding of the socio-cultural context, the target audiences, the barriers and facilitating factors to change key behaviours;
  • Work with implementing partners and/or consultants to develop creative briefs for translating formative findings into actual SBCC materials;
  • Review existing SBCC strategies, plans, tools and materials and institutional arrangements at national/ department/commune levels to develop SBCC implementation plans to guide field-level activities;
  • Ensure inclusive planning, management and M&E by involving stakeholders towards fostering ownership and ensuring sustainable end results;
  • Work with the M&E unit to streamline SBCC indicators in monitoring and assessment tools, and support the development of communication strategies to promote the uptake of the WFP complaint and feedback mechanism;
  • Advise on how to improve an SBCC strategy based on monitoring efforts, if required;
  • Document, present and disseminate SBCC-related lessons learned.

Projects and programmes of particular importance to the consultancy:

  • School feeding programme: promote gender equality and healthy and sustainable diets;
  • ASPIRE safety nets: promote healthy and sustainable diets, gender equality and women empowerment, promote women’s financial inclusion;
  • Emergency unconditional food assistance: prevent malnutrition in younger age groups;
  • Resilience and climate change: promote the adoption of environmentally sustainable agricultural practices;
  • All programmes: promote the use of WFP’s complaint and feedback mechanisms, promote prevention and mitigation measures to the COVID-19 infection;

Task 2: Strengthen the capacity of WFP field staff and partners to design, implement, and report on SBCC interventions

  • Organise and facilitate on-the-job and formal training sessions for WFP staff and partners on SBCC and other strategies to communicate effectively with communities;
  • Liaise with the Regional Bureau Panama and Headquarters to ensure WFP Haiti’s communication with beneficiaries is aligned to corporate standards and policies;
  • Keep up-to-date with global, regional and national initiatives and knowledge relevant with the position to ensure best practices are incorporated in the Country Office’s communication work;
  • Participate in the review and evaluation of Field Level Agreements (FLA) with cooperating partners expected to implement SBCC interventions;
  • Participate in the development of technical and financial proposals, donor reports/briefs and corporate documents (including CSP, report, plans, etc.)

Task 3: Ensure sound and strategic support to the SBCC needs of the ASPIRE project

  • Ensure that tasks mentioned at “Task 1” are specifically developed and supported also for ASPIRE project, providing solid technical support in the designing, strategic development and delivery of the “mesures d’accompagnement” (accompanying measures)
  • Coordinate with the ASPIRE Coordinator and cooperate with other team members and project advisors to ensure technical SBCC support to the project
  • Provide technical supervision of the national Mesures d’accompagnement Associate
  • Ensure knowledge sharing, capacity building and on-the-job coaching for PSARA team, especially the Mesures d’accompagnement Associate

Deliverables:

    1. Strategy and tools developed for at least three programmes of particular importance and ASPIRE;
    2. FLA with cooperating partners systematically reviewed and validated;
    3. Monitoring and CFM tools reviewed and communication strategy developed;
    4. At least six field missions undertaken to monitor partners’ project and/or train WFP/partners staff;
    5. At least three briefs on WFP’s work and its impact on communities produced for an external audience.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in social sciences, communications, anthropology or a related field.

Experience:

A minimum of 5 years of professional experience implementing or advising social and behavioural change interventions related to health and nutrition;

Experience implementing large-scale SBCC programs, social marketing campaigns and health promotion activities in public health nutrition;

Experience designing and conducting formative research and monitoring and evaluation related to social and behaviour change.

Excellent interpersonal skills required, including strong communication ability; Advocacy and networking skills with a broad range of stakeholders including government, private sector, civil society, NGO and international cooperation;

Advanced computer skills with proficiency in Windows, Microsoft office;

General knowledge of WFP programmes and of UN system policies is an advantage;

Openness to working collaboratively with a diverse team of programme and policy experts.

Languages:

Fluency in English and French is required. Knowledge of Haitian creole would be an advantage.
