POSITION TITLE: Social and behaviour change communication (SBCC) and Marketing Strategy expert

DURATION: 100 full working days over 8 months follow up period, with possibility of extension

DUTY STATION: Regional Bureau for Western Africa (RBD), with frequent travel in the region, especially Central Sahel (Burkina Faso, Mali and Niger).

CONTEXT:

In West and Central Africa, several factors threaten the food security and nutritional status of the population, but especially of women and children under five. These include household food insecurity, conflicts and armed violence, population displacement, high levels of childhood illnesses and water-borne diseases such as diarrhea, fragile health systems, poor access to clean water and sanitation, and chronic poverty.

In May 2020, the number of food insecure people in the Central Sahel was estimated at 4,8 million, of which 1,6 million, or one third, in the Liptako Gourma area. The nutrition situation is equally worrying with an estimated number of 2,8 million wasted children, of which close to 40% in the Liptako Gourma area.

In this region, a combination of humanitarian, development and peacebuilding interventions are being implemented and complement each other. This nexus of short-term (emergency response) and medium-to long term programming (development approach) is essential to ensure the appropriate balance between emergency response to acute shocks and strengthening of systems so resilience of nations, systems, communities and populations to new future shocks is improved.

The CRIALCES – project1 aims to reverse the negative trend with regards to economic and job opportunities as well as the nutrition status of women and children in the targeted areas in Burkina Faso, Mali and Niger. Building on existing initiatives, it will contribute to the sustainable development of food- and nutrition security in selected communities in order to reinforce their capacities to prevent and mitigate impact of disasters and crises. To reach these objectives, the CRIALCES – project will apply a food systems approach, reinforcing simultaneously the food production, preservation, processing and consumption of nutritious foods at local, decentralised and national levels.

Social and behavior change communication (SBCC) is a holistic communication approach to positively influence behaviors. In this project, SBCC will contribute to change in behaviors with regards to nutritious food choices from a food systems perspective:

- Contribute to change the behavior of family members to influence food choices and encourage the preference and acceptance, preparation and consumption of nutritious foods.

TERMS OF REFERENCE

  • Contribute to increase the demand for nutritious foods by strengthening private sector marketing and communication strategies.
  • Contribute to increase the supply of nutritious foods by strengthening food producers and food processors choices to prioritise nutritious foods production and processing.
  • Strengthen all related national SBCC capacities and systems at country level (policies, strategies, reporting, coordination, communication, …)
  • Establish effective partnerships for strengthening SBCC
  • WFP will work with Alive & Thrive (A&T) to design a social and behavior change (SBC) intervention and build SBC capacity to help the project achieve its goals, engaging individuals, communities, and institutions from both the supply and demand sides.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Senior Regional Nutrition Advisor and in close coordination with the Project Coordinator and relevant technical colleagues in RBD and CO’s (Monitoring, Evaluation, Nutrition, CBT, Communication, Supply Chain, etc.), the SBCC and marketing Strategy expert will be responsible to lead high quality, results oriented SBCC programme planning, implementation support and reporting in compliance with donor and WFP agreements and procedures, in collaboration with A&T.

This includes, in close coordination with relevant technical colleagues in RBD and CO’s:

- Strategic and Technical Support: Provide strategic and technical directions to change behaviors with regards to nutritious food choices from a food systems perspective and coordinate support to country offices, specifically Burkina Faso, Mali and Niger, governments and partners in developing and implementing innovative SBCC strategies, building on proven SBCC approaches and activities, including marketing. Ensure the linkage between A&T, country offices and other stakeholders at regional and national level, incl. with government institutions as required.

- Evidence generation: Support development and updating of knowledge on behaviors change communication on nutritious food choices from a food systems perspective situation, such as analyses, including gathering and reviewing studies; polices, coordination, reporting and materials, stakeholder and opinion leader assessments in the three countries (Burkina Faso, Mali and Niger). Manage the development and implementation of formative assessments and innovative approaches to increase learning around in collaboration on nutritious food choices from a food systems perspective with country offices, A&T, governments and partners.

- Capacity building & System Strengthening: Collaborate with governments, partners, private sector and colleagues to plan, develop, and produce tools and communication vehicles to enhance capacities, policies and systems leading to improved nutritious food choices from a food systems perspective in the region, and support related program objectives. Support private sector partners to design and implement their marketing strategies. Coordinate capacity building of partners in design, plan, implementation and monitoring of innovative SBCC and marketing approaches. Strengthen the capacity of WFP’s team members in advocacy for nutrition area. Ensure successful approaches are integrated in relevant national policies, strategies, monitoring tools, surveys, etc.

- Documentation and dissemination: Ensure the preparation and writing of reports on SBCC and marketing activities in a timely manner to ensure informed decision-making and consistency of information presented to stakeholders. Support the identification of good practices and lessons learned regarding nutritious food choices from a food systems perspective. Contribute to the development of communication and advocacy documents around WFP's SBCC and marketing activities.

- Partnership development: Support the establishment of effective strategic and operational partnerships for strengthening SBCC activities and systems and engage all stakeholders at the country and regional level.

- Representation and engagement: Establish and maintain constructive working relationships with all colleagues involved at RBD and CO-level. Represent WFP in meetings, workshops, working groups, and networks with internal and external stakeholders including governments, civil society organizations, and other partners. Increase the visibility of WFP within the SBCC sector at the country and regional level.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Master's degree in Communications, Marketing, Social or Behavioral Sciences, Human Nutrition, Public Health, or related fields

Experience

  • 12 years of successful experience in an international setting (ideally humanitarian and development), including in implementing or supervising social and behavioral change interventions related to health and nutrition.
  • Strong knowledge of multisectoral nutrition programmes, strategies and policies.
  • Experience in designing and conducting formative research related to social and behavioral changes, ideally on all aspects related to complementary feeding and influencing food choices.
  • Experience in marketing strategy design and implementation
  • In-depth experience in community mobilization and program management
  • Experience working with private and public sectors, as well as civil society and coordination with UN-agencies.
  • Experience in national capacity strengthening programmes/projects is an asset.
  • Experience with UN, including at Country Office-level, is an asset.
  • Knowledge & Skills:

  • Knowledge of formative research methods, including qualitative methods;
  • Flexibility and adaptability;
  • Analytical and problem-solving skills;
  • Interpersonal and cross-cultural sensitivity;
  • Able to work under pressures and meet deadlines;

Languages: Fluency in English and French is required (Level C - reading, writing, speaking)
