  1. Role and responsibilities

The Shelter/WaSH Technical Officer (Database) will be required to directly contribute to the development and maintenance of the NRC Ukraine information management system as well as the processing and maintenance of relevant Core competence data based on the Area East needs and requirements.

Generic responsibilities

  1. Ensure compliance and adherence to the NRC policies, guidance and procedures, including national legislation, EU General Data Protection Regulation, and NRC policies regarding the data security, data protection, and data-sharing.
  2. Ensure compliance with NRC strategy, tools, handbooks, guidelines and standards.
  3. Contribute to the establishment and maintenance of an efficient, reliable, and accountable IM system, including a data management system, in NRC Ukraine and in Area East.
  4. Contribute to the development, roll-out and overseeing of implementing the NRC Ukraine IM guidelines.
  5. Contribute to the donor, project/program reports, assessments, and strategy documents
  6. Responsible for ensuring that IM systems are up-to-date with the latest data on indicators, activities, and other programmes/projects’ results.
  7. Ensures data quality by implementing a system of data checks.
  8. Identify opportunities and recommend solutions that will improve current organisational processes.
  9. Ensure timely back-ups and proper filing of documents.

Specific responsibilities

  1. Work with internal stakeholders to identify and understand their needs in terms of information products and process data for the production of customised products/reports (dashboards, infographics, maps, etc.) for both internal Core Competencies and external consumption to promote evidence-based decision-making.
  2. Contribute to the development, implementation, management and administration of data management systems: project and programme-specific databases, spreadsheets, other tools and procedures, and data capturing systems - based on CC-specific needs, contributing to continual development and strengthening of the IM systems.
  3. Contribute to the design and implementation of data strategies and systems while technically supporting the collection, storage, management and processing of data ensuring that data is clean, reliable, valid, and accurate.
  4. Contribute to the development of data collection tools, including online/mobile data collection (ODC), and support the collection, management and analysis of data and act as a focal point for training the teams for data collection and for preparing the analysis in an appropriate, efficient, and safe manner.
  5. Perform any other tasks as requested by the S/W Coordinator within the current role.

Critical interfaces

  • Area East Programme Management (Project managers/coordinators): frequent communication on information/data management needs, requirements, etc.
  • Area East and M&E department.
  • NRC Communication Department: occasional communication on IM products for external sharing.
  • IM Specialist(s): for the development of analytical products for statistical analysis.
  • Global NRC D-team: occasional communication on digital IM and M&E-related products.
  • Global and regional NRC M&E team responsible for GORS reporting: occasional communication on GORS-related topics.
  • Global and regional NRC Data Protection Team: occasional communication on data protection requirements and policy.

1. Professional competencies

Generic professional competencies:

  • Degree in statistics, computer science, computer engineering, information systems/technology or related discipline (or two years of equivalent work experience).
  • Proven experience in information management/data management.
  • Demonstrated experience in database (or spreadsheets for data storage) design, development and follow-up support.
  • Demonstrated knowledge of MS Excel.
  • Knowledge of Power BI, Tableau or similar visualisation tools is highly desired.
  • Documented results related to the position’s responsibilities.
  • English skills are the added value.
  • Experience working in a humanitarian/recovery context.
  • Skills in solving problems.
  • Responsibility, independence, attentiveness, ability to handle stress.
  • Displaying self-motivation and initiative.

Context related skills, knowledge and experience:

  • Knowledge of M&E basics
  • Proficiency in KOBO, ODK or similar mobile data collection tools is highly desired
