Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The Senior Systems Specialist will be under the overall supervision of the FAO Representative in the Philippines ad interim, general supervision of the Assistant FAO Representative (Programme), the direct supervision of the Project Coordinator, and guidance from the Mindanao and Emergency Response and Preparedness Group (MERG).

Technical Focus:

FAO is implementing a Technical Cooperation Programme (TCP) in enhancing farmers information system for Disaster Risk Reduction and Management (DRRM) in Agriculture that would enable timely, critical, and efficient decision-making and delivery of interventions to improve the management of crops and farm lots. This is through capacity building of the agriculture sector on data collection and information management.

Tasks and responsibilities

In collaboration with the Department of Agriculture (DA), the Senior Systems Analyst will undertake the following duties:

  1. Plan, organize, and supervise the activities leading to the development of the Farmers’ and Geo-Referenced Farm Lot Information System;
  2. Document, analyze and recommend business process redesign in the applicable area;
  3. Prepare and deliver reports and updates on the development of the system;
  4. Check completeness and quality of prerequisite data and info necessary for the development of the system;
  5. Provide status review to stakeholders, process owners and customers;
  6. During system acceptance phase, validate data initialization and conversion to confirm processes and utilities used to populate the system database;
  7. Manage a series of exhaustive acceptance tests on the systems’ functions and processes to validate their performance to specifications;
  8. After examination of test results, determine whether the system is ready for roll-out;
  9. Oversee the refinement of supporting materials that supports the use, operation and maintenance of the system to reflect any necessary adjustments resulting from acceptance test results;
  10. Implement design system solutions and maintain delivered solutions; and
  11. Perform other tasks that may be assigned by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree on Information Technology or related fields
  • At least seven (7) years of working experience with Governments or the private sector on successful implementation of information technology
  • A national of the Philippines

Technical/Functional Skills

  • Experience in developing protocols for managing the database system for operational policy guidance, program design, monitoring and evaluation; reviewing existing and planned data infrastructure (hardware and software); operational strategy for regular and systematic updating of system
  • Proven ability to conceptualize, plan, and execute complex processes across a wide range of stakeholders
  • Strong skills in organizing and leading consultative processes involving various stakeholders.
  • Familiarity with the Department of Agriculture’s Farmers and Fisherfolk Registration System and/or Registry System for Basic Sector in Agriculture (RSBSA) is an advantage
  • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point).
  • Excellent written and oral communication skills in English and Tagalog
