Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.

The mission of the Safety Standards and Security Guidance Development Section (SSDS) is to coordinate and support the departmental efforts to ensure that the IAEA’s safety standards and nuclear security guidance constitute a comprehensive, up to date, coherent and authoritative suite of internationally agreed and accepted references; to enhance the review-revision process with the implementation of a new information technology platform for the knowledge and content management of the whole series of safety standards and nuclear security guidance; to provide for the maintenance of the safety and security glossaries and to promote the worldwide harmonized use of the Safety Standards publications and Nuclear Security Series publications.

Main Purpose

As a key member of the Safety Standards and Security Guidance Development Section, the Senior Standards Specialist implements the Department's strategies and processes for establishing IAEA Nuclear Security Series publications and safety standards, and developing other safety and security related publications, thus contributing to fulfilling the statutory mandate of the IAEA. He/she will advise on the strategy and plan for the revision of the publications in the Nuclear Security Series and the Safety Standards Series and on the improvement of the review and approval process.

Role

The Senior Standards Specialist is: (1) a technical reviser reviewing and redrafting text of drafts, ensuring appropriateness of content, usage, terminology, style and language, and ensuring and enhancing their quality and particularly their consistency; (2) a project manager planning and coordinating the review of drafts, and applying the processes for the establishment of safety and security publications; (3) an adviser on the preparation of Nuclear Security Series publications, safety standards and other draft safety and security related publications; (4) an expert establishing, maintaining, applying and promoting the use of the IAEA Nuclear Safety and Security Glossary.

Functions / Key Results Expected

• Take leading role in the establishment of the publications in the Safety Standards Series and the Nuclear Security Series and in the maintenance of the document on the Department's strategies and processes for establishing IAEA safety standards and Nuclear Security Series publications and for addressing the interfaces between safety and security.
• Provide for and manage the quality of the IAEA safety and security related publications by means of rigorous planning, monitoring, checks and controls, and ensure the timely provision of consistently high quality drafts for submission to the Board of Governors.
• Establish, maintain, apply and promote the use of the IAEA Nuclear Safety and Security Glossary and ensure the use of harmonized and formalized scientific and technical terminology in publications.
• Review and, in consultation, redraft text of draft publications with respect to coherence, suitability, usage, clarity, terminology and consistency.
• Check and approve final proof copies of Safety Standards Series and Nuclear Security Series publications and other major publications.
• Present the activities of the Safety Standards and Security Guidance Development Section to IAEA staff, to the Commission on Safety Standards, the International Nuclear Safety Advisory Group, the Advisory Group on Nuclear Security, the Safety Standards Committees and the Nuclear Security Guidance Committee.
• Apply the strategies and processes for the establishment of safety and security publications, and the IAEA's publishing policy and practices.

Qualifications, Experience and Language skills

• An advanced university degree preferably in nuclear or other engineering sciences.
• At least 10 years of professional experience, of which at least four years should be at the international level, in planning, organizing and conducting the review and revision of high-level scientific, technical and regulatory related texts.
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 43491*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
