Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces

Following the coup in Myanmar in February 2021, fighting between the military and insurgents along the border with Thailand has led to a large-scale internal displacement and a smaller but growing number of refugees seeking protection in Thailand. Anticipating a potential large-scale influx of affected into Thailand this year, the IRC Thailand is preparing to expand and enhance its emergency protection services to put in place necessary internal mechanisms and coordination at the provincial and national levels to address the emerging need of affected people.

Job Overview/Summary:

The IRC Thailand Emergency Protection Response design is to be adapted to the context and change of needs of the affected population, one of the key results of the response is to provide usefully and verified information to the affected population in holding areas and other areas of displacement. Senior Responsive Information Services Officer will be based at IRC’s office in Mae Sot, under the supervision of the Senior Emergency Protection Manager and technical support by the LAC coordinator and Deputy Coordinator of protection mainstreaming Senior Responsive Information Services Officer will serve as the key person to implement responsive information services activities to help the affected populations to know their rights and to access different types of Protection, Health, and WASH services with accurate and timely information during an emergency.

Major Responsibilities:

1. Program implementation

1.1 Coordinate with Senior Emergency Protection Manager and other team members to develop workplan, tools, and materials for responsive information in accordance with humanitarian principles for emergency response activities 1.2 Conduct activities for the information help desk with internal and external relevant agencies in the SOPs areas. 1.3 Coordinate with Senior Emergency Protection Officer and Senior WPE Emergency officer for providing emergency response information during dissemination on protection hygiene kits and /or dignity kits. 1.4 Support partners to develop an information response activity plan. 1.5 Technical support to partners and volunteers on responsive information activities. 1.6 Manage responsive information data collection, data entry, and data reporting in coordination with M&E 1.7 In coordination with M&E provide technical support and monitor data collection and data reporting to partners and volunteers. 1.8 Regularly evaluate/assess information needs and update information package by coordinating closely with relevant team members and other agencies. 1.9 Represent IRC for meetings and workshops as assigned.

2. Program Management

2.1 Support Senior Emergency Protection Manager to develop program reports related to donor requirements and program requirements. 2.2 Responsible to monitor spending related to responsive information services activities are on track and timely informing Senior Emergency Protection Management of budget adjustment needs.

Qualifications

Job Requirements:

Education: A University degree in a relevant field (such as communication anthropology, media, mass communication, communication art, journalism, etc.)

Work Experience: Proven experience in working in a protection program, protection in an emergency is preferable. Proven experience in working for training/information sharing.

Demonstrated Skills and Competencies:

• Good communication skills and facilitation skills with the ability to perform offline and online information dissemination and training. • Proven experience on design and developing training tools and materials including developing IEC materials • Develop and encourage new and innovative ideas and solutions related to responsive information. • Highly organized, flexible, adaptable to changing priorities, and able to work well under deadlines with minimum supervision. • Willing to travel field areas. • Excellent interpersonal skills, including the ability to work effectively with partners and colleagues in a cross-cultural, multi-discipline environment. • Understanding of basic office skills including Microsoft Word, Excel, and PowerPoint, and familiarity with using online communication applications such as Microsoft Team and Zoom.

Language Skills: Able to communicate effectively in spoken and written English skills and plus Karen and/or Burmese.

Certificates or Licenses: Not requested.

Working Environment:

This position is based in the IRC office in Mae Sot, with extensive travel to other filed sites.
