We are currently seeking to fill a Sr. Resource Mobilization Advisor Consultant position in our Public Partnership and Resourcing (PPR), based in Rome, HQ and/or remote based.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Public Partnership and Resourcing (PPR) department leads and coordinates WFP's corporate resource mobilization efforts with Public Donors at capital, regional and country office levels. Under the strategic and operational guidance of the PPR Director and in coordination with the Thematic Focal Point and a representative from the School Based Programmes (SBP) team, the consultant will conduct a strategic review and analysis of donor policies and priorities in the education and health sectors so as to provide an overview of potential new resourcing opportunities and possible entry points for engaging donors for WFP's school feeding programs. The analysis will also include a review of recent developments and impact of COVID 19 on ODA budgets and priorities relating to school feeding, including in the education and health sectors.

DUTIES AND RESPONSIBILITIES****:

The candidate will perform the following duties:

Carry out a thematic mapping of donor opportunities for school feeding:

  1. Conduct a macro-analysis of global resourcing trends to determine the global market size and funding landscape for school health and nutrition, and for school feeding with a focus on government donors and multi-donor funds. This analysis should also clarify how existing donor funding for school feeding and school health and nutrition more broadly is being classified in OECD/DAC statistics. It should also comment on how budgets for school feeding and school health and nutrition have been affected by the COVID 19 pandemic.
  2. Conduct an in-depth analysis of 10 government donors. This should include political, budgetary and policy developments in the education and health sectors in these countries to ascertain resourcing opportunities for school feeding. This analysis should include scoping of key partners in respective donor markets, operational and geographical priorities, key entry points for WFP, current level of engagement and potential capacity (including an analysis of donor narratives as well as Parliamentary reporting requirements).
  3. Analyse funding opportunities with the selected 10 government donors, looking at complementarities among different funding sources (including humanitarian and development, and across different thematic budgets) as well as assessing how WFP can engage government donors to increase resources for national governments to implement their own school feeding programmes. The analysis should identify the highest value, and lowest cost opportunities for WFP engagement.
  4. Develop a stakeholder mapping for key partners in respective donor markets, including an analysis of key operational and thematic priorities for different partners, and opportunities for each partner with a view to positioning, partnering and resourcing for WFP school feeding programs. Identify entry points for follow up WFP discussions with key partners. Key partners may include public donors line ministries including Finance, Education, and Health; embassies/foreign missions in donor priority countries; bilateral development agencies and banks; research institutes and think tanks, and key CSOs/NGOs.
  5. Review, analyse and advise donor intelligence information available in Sales Force, WFP’s information data management system, as well as in other partnerships and thematic units, with a view to taking stock of donor intelligence already available in WFP and identifying key information requirements and gaps to be addressed more systematically in the future, building on the outcomes of this exercise.
  6. Consult with WFP Government Partnerships Officers at capital, regional and country level as well as other thematic and partnerships departments to assess how to best complement internal with external knowledge and mapping and look at complementarities among different funding sources, including host governments and international financial institutions and private sector.
  7. Develop a concept note for WFP’s engagement opportunities with identified donor. Suggest targets, timeline, roles and responsibilities across WFP for engaging with the strategic stakeholders identified in the ten donor countries. Provide actionable insights on how to engage identified entry points, and how to best build on ongoing collaboration and maximize impact of joint and coordinated outreach efforts on school feeding.
  8. Develop a standard template for thematic donor profiles, including comprehensive, strategic and tailored donor intelligence that will inform WFP resource mobilization efforts for school feeding. This should include guidance on how to access this information and look at linkages with existing products, including Partnership Action Plans

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education:

Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training course.

Experience:

At least 15 years of professional experience in humanitarian and development assistance with a focus on school feeding and/or education; at least half of this experience should be working in an international context. Experience in engaging with public partnerships and/or resource mobilization is required.

REQUIRED SOFT SKILLS/WFP COMPETENCIES:

Strong analytical and writing skills are essential, as are excellent planning, management and coordination skills. Proven ability to network and navigate within public/political contexts. Ability to work independently towards challenging targets and strict deadlines. Ability to work in a multi-cultural and dynamic environment

LANGUAGE REQUIREMENT:

Full Fluency (level C) in English language is required. Intermediate knowledge (level B) of a second official UN language is highly desirable: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
