(This vacant position does not refer to UNESCO's wider external communications, which is managed by the Division for Communications and Public Engagement.) Under the overall authority of the Assistant Director-General for Communication and Information (ADG/CI), guidance from the Director for Freedom of Expression, Media Development and Media and Information Literacy, and the direct supervision of the Chief of Section for Media Development and Media in Emergency, the incumbent will be responsible for the coordination and implementation of the UNESCO/Japan Funds-in-Trust project “Support for Ukrainian Refugees through Media”. This project will be implemented in 3 neighbouring countries of Ukraine – i.e., Republic of Moldova, Romania, and Slovakia. It will enhance the production and broadcast of media programmes designed for and with Ukrainian refugees, including displaced Ukrainian media professionals, and in the Ukrainian language. It will also reinforce the host-country media capacities for conflict-sensitive reporting, solutions journalism and ethical coverage of refugee issues. It aims to increase refugees’ access to reliable information on key topics of interest and concern, and on humanitarian assistance concerted by authorities and partners, enhance their self-reliance and resilience, and create favourable conditions for peaceful albeit temporary co-existence of refugees and host communities. In particular, the incumbent will perform the following duties: Long Description ---------------- 1\. Project Design and Management: - Coordinate project rollout and monitoring as reflected in relevant project documents and work plans, ensuring activities’ alignment with the performance indicators and achievement of targets. - Develop projects, programme and funding proposals. - Oversee agreements and contracts. - Guide the work contributions of project partners, consultants or other colleagues to facilitate the achievement of project objectives. - Recommend programme and project approaches, plans, expansion and changes. - Participate in planning and budgetary processes of the Section's activities in relation to extrabudgetary resources. 2\. Policy Advice: - Initiate research to develop policy, strategy, action materials and projects in the programme area in response to global issues and challenges. - Lead quality assurance exercises. - Advise peers, colleagues and partners on programmes and projects, developments and best practices, and emerging trends in the area(s) of assignment. 3\. Networking, Communication and Knowledge Management: - Represent the Section in meetings, conferences, forums and other official gatherings in the area of media in emergency. - Plan, develop and implement integrated outreach strategies aimed at expanding and communicating programmes, promoting UNESCO projects and increasing visibility, resources and partnerships. - Prepare and implement communication strategies, advocacy plans and visibility materials to raise awareness and widely disseminate results through appropriate media and information channels. - Provide specialized expertise, interpretation, assessment and communication to Field Offices, Ministries, peers and other stakeholders. 4\. Resources Mobilization: - Explore alternative funding mechanisms in an increasingly competitive international and multilateral environment. - Collaborate with UN entities seeking or marketing joint programmes. - Strengthen partnerships with relevant public and private donors. 5\. Assessment and Evaluation: - Develop monitoring mechanisms and ensure the application of assessment tools. - Assess project implementation and linkages of project activities, identify problems and deficiencies, and initiate or propose corrective or alternative action. - Evaluate and report on progress, results and impact. - Coordinate and supervise external independent evaluation. - Study current best practices and professional developments and integrate research and assessment results into the project as well as future activities and projects. 6\.
