**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Jakarta Job Family: Education Type of contract : Non Staff Level : Level 3 Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 18-DECEMBER-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of Director, UNESCO Office in Jakarta, and direct supervision of the Programme Specialist - Education Unit, the incumbent shall support the development and implementation of Education (ED) unit projects, particularly, the “Digitalization of CHEGA National Centre for Conflict Reconciliation and Peacebuilding in Timor-Leste” project, in close coordination with the project team. The incumbent shall perform the following tasks: I. Key Responsibilities 1\. Provides effective support in project planning, implementation, and achievement of results: • Provides technical support in project development and implementation at all phases of the project cycle; Develops project concept notes, coordinates project planning and other project documentation activities; monitors status of project proposals and other relevant project documentation for review and approval. • Effective collaboration with PS/ED on various planning instruments such as the medium-term plan and internal work plans; provides assistances on reporting requirements, guidelines, rules & procedures, and ensures completeness and accuracy of data submitted. • Compiles and designs background information for formulation of projects proposals, work plans, budgets, etc. Supports unit in preparation and analysis of project budget proposals; reviews and coordinates submissions of work plans and budget estimates, ensuring inclusion of justification of proposed activities. • Supports collation, analyses, and documentation of project data on implementation monitoring, reporting, and evaluation against established targets; Assists in development of results-oriented progress reports. • Monitors submission timelines for deliverables as stipulated in contracts and follows up with Contractors in a timely manner. Long Description ---------------- • Reviews deliverables for quality & acceptability per TORs, ensures payments are processed within agreed payment schedule upon acceptance of deliverables. • Supports project team in preparation for formal project closures, final budget revision(s), transfer of project equipment, publication, and distribution of final reports. • Supports unit in mainstreaming gender equality effectively throughout the project activities, work plans, budgets, reports, research, and analysis. • Supports unit in arranging meetings/project events, drafts minutes of meetings, monitors follow-up actions, etc. • Assists in preparation of necessary reports on various on-going EXB activities, website updates, and other unit publications. Contributes to different types of written input as required, including newsflash, project reports for donors and UNESCO units, as well as reporting for SISTER. Long Description ---------------- 2\. Supports development and/or strengthening of strategic partnerships to support resource mobilization: • Establishes, maintains, and updates internal donor databases. • Assists in the general framework of Education assessment and evaluation in the region, project design and proposal development to raise extra-budgetary funding for new projects. • Conducts comprehensive literature reviews and position papers on Education development in the region providing high quality data, reports, analysis. • Supports finalization and publication of reports to communicate results, deepen stakeholder knowledge and buy-in to projects, and resource mobilization initiatives. 3\. (Advanced degree is an asset). Work Experience: • At least 5 - 9 years of technical experience in project development and implementation support in Education, and/or other related fields (work experience in education projects in Timor-Leste is an asset). • Proven ability to plan and implement large/complex projects; ability to develop and manage associated budgets. • Strong administrative and computer literacy skills with sound knowledge of Microsoft Office. • Experience working in international multicultural environment and Knowledge of UNESCO’s work mandate is an added advantage. Skills and Competencies • Good skills in both written and spoken in English. • Ability to work independently seeking guidance in exceptional circumstances. • Strong analytical skills: ability to analyze complex issues and convey concise & clear accounts of project information. • Good Communication & interpersonal skills: Ability to draft documents in a clear and concise manner. • Planning & organization: Good negotiation, coordination, time-management, and reporting skills.
