Org. Setting and Reporting This position is located in the Office for Asia and The Pacific (OAP), Division of Country Programmes (DCP) at the international Trade Centre in Geneva. DCP/OAP is responsible for coordinating and managing the development and implementation of several multi-disciplinary trade-related technical assistance projects in the Asia-Pacific region. The Senior Programme Officer will operate under the direct supervision of Chief, DCP/OAP. The focus of this job is to lead implementation, monitoring and evaluation of the EU-Iran Trade Development project. ITC is the implementing agency of the 5-years project “EU – Iran Trade Development: Trade-related technical assistance, capacity building, and value chain development for inclusive and sustainable trade-led growth in Iran”, funded by the European Union (EU), and implemented in collaboration with the Iran Trade Promotion Organization (I-TPO). The project supports the private sector, including high potential SMEs, by facilitating the drafting of a National Export Strategy, the development of selected value chains, technical assistance to Iran's Trade Promotion Organization (I-TPO) and a youth trade accelerator programme. The Office for Asia and the Pacific (OAP) of ITC is responsible for the management of the project.

ITC has established a project office in Tehran, Iran. The project office consists of a National Project Coordinator and a National Project Adviser. It is responsible for the coordination and day-to-day management of field operations, extend technical support to project implementation, and will be the outreach for communication and development of working relations with stakeholders in Iranian provinces.

Responsibilities Under the direct supervision of the Chief, OAP, the Senior Programme Officer will be responsible for the following duties:

  • Takes the lead to develop, implement, coordinate and evaluate assigned projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.

  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.

  • Directs research and programme evaluation and presents information gathered from diverse sources.

  • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,

  • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.

  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

  • Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, project budget, etc.).

  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.

  • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff

  • May perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with twelve (12) years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of relevant experience in project management, administration or related area is required.

Experience in implementing Trade-Related Technical Assistance (TRTA) projects in Asia is desirable.

Experience working with Iran is desirable.

Experience in fundraising is desirable.

Experience in delivering EU projects is desirable.

Languages Fluency in English is required. Knowledge of another UN official language is desirable.

Assessment Assessment will be undertaken through a comparative analysis of the applications. The assessment may also include a competency-based interview and/or other appropriate evaluation mechanisms.

Special Notice The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a temporary appointment for an initial 11 months and may be subject to extension.
