Org. Setting and Reporting The position is located in the Office of the Under-Secretary-General (OUSG), Department of Economic and Social Affairs (DESA). The function of the OUSG is to assist the Under-Secretary-General in the overall direction, supervision and management of the Department through the provision of support in the planning, coordination and assessment of the work programme of the Department, including programme aspects of its budgetary portfolio, monitoring and evaluation. The OUSG also provides advice to the Under-Secretary-General on issues of departmental policy and management. The incumbent reports through the Chief of Office to the Under-Secretary-General for Economic and Social Affairs.

Responsibilities Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties:

  • Takes the lead to analyze, plan, develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates or liaises with key personnel inside and outside the organization in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.

  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels; directs research and programme evaluation and presents information gathered from diverse sources.

  • Monitors trends and issues emerging from the Intergovernmental processes and new or emerging development issues and challenges of potential concern to the international community on economic, social and sustainable development.

  • Provides substantive support to the Office of the Under-Secretary-General in policy development, including thorough review, analysis and provision of advice on issues and trends; preparation of draft position papers, policy notes, evaluations or other research activities, support to Strategic Planning Processes in the Department.

  • Participates in the development of policy notes and position papers and other measures to promote strategic integration and policy coherence, and build synergies among programme activities, including strengthening the links among Department's normative, analytical and capacity development work. Coordinates policy development; reviews the assessments of issues and trends, preparation of impact evaluation or equivalent studies, etc.

  • Monitors new or emerging development issues of concerns to the United Nations Intergovernmental processes as well as to other international settings.

  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).

  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.

  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Provides direction and sound and innovative advice on a wide range of issues, including developing strategies for issues on a long-term and large-scale basis to ensure timely and cost-effective delivery of results that ensure the best interests of the organization, and/or client.

  • May perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, international relations or a related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.

Experience working on issues of sustainable development at the international level is desirable.

Languages English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include a substantive assessment, which may be followed by a competency-based interview.
