Duties and Responsibilities Under the overall supervision of the P5,Head of United Nations Road Safety Trust Fund Secretariat (RSTFS), the Senior Programme management consultant is responsible to provide support in implementation of the programme of work of the UN Road Safety Trust Fund Secretariat. The UN RSTF helps to strengthen road safety management capacity at the national and local levels, and unlock sustainable sources of domestic road safety financing in low and middle-income countries by mobilizing global financial and technical resources. The Senior Programme management consultant is responsible for some parts of the cycle of the Trust Fund's projects including calls for proposals, assessments, implementation to evaluation, and development of repository of best practices from previous project success stories. Through strategic communications and partnership outreach, the Senior Programme management consultant is responsible to ensure the programme development of the RSTFS.

Senior Programme management consultant is responsible to:

(a) Plan, organize and supervise the call for proposals. Support and guide the preparations of project proposals by participating organizations or institutions.

(b) Conduct monitoring and evaluation of funded projects and consolidate information in a result-based management system.

(c) Monitor and analyse the programme development and implementation and undertaking partnerships outreach to ensure synergies with other major international development cooperation partners.

(d) Research, analyse and present information related to the policy, strategic priorities, programmatic and financial allocations of the Trust Fund.

(e) Prepare approval documents of projects, and arrange fund transfer to the implementing organizations/institutions.

(f) Develop and implement programme of work communications and fundraising activities in support of the Advisory Board and Steering Committee.

(g) Provide input to annual and final narrative reports for submission to the Advisory Board and the Steering Committee.

(h) Provide advice to the Advisory Board and the Steering Committee on all policy, legal, financial, economic and technical issues in the areas of responsibility of the contract and translate the policy into the programmatic activities.

(i) Provide logistical and operational support to the Steering Committee, the Advisory Board, and UNRSF Platforms of Engagement.

(j) Prepare inputs, draft speeches or presentations for the Head of UNRSF.

(k) Participate if needed at international, regional, or national conferences and meetings in the field of road safety and provide substantive expertise in areas under the responsibility of the post.

Qualifications/special skills Academic Qualifications: Advanced degree in economics, business administration, law or related fields is required. Experience: At least seven years progressively responsible professional experience in programme or project management, administration, or a related area is required. Experience working with international trust funds is desirable. Experience with results-based management is desirable. Experience in resource mobilization and partnership building with Governments and/or private sector donors (e.g. foundations, business organizations) is desirable. Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
