STANDARD MINIMUM QUALIFICATIONS

Education: Degree of recognized university in Social Sciences, Agriculture, or a related field.. Language: Fluency in Portuguese- and English language.

Experience: Five or more years of progressive experience in programme, monitoring & evaluation, and/or data management, preferebly in the area of humanitarian assistance.

Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners or other stakeholders.

Has cultivated productive relationships with local NGOs, government authorities and other implementation partners in Mozambique.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

Conflict in Cabo Delgado Province has created a complex situation in which protracted displacement and long-term food insecurity and malnutrition become increasingly likely and severe for a significant part of the population. In this context increased Monitoring capacity is necessary to support the Monitoring/COMET focal point with monitoring and reporting requirements at the Pemba Sub-Office.

Additionally, the monitoring officer will be the CP partnership focal person for the office.

Under the supverision of the Beira Head of Sub-Office, and in liaison with the Country Office Head of M&E, the incumbent will be responsible for the below duties.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Process (activity) monitoring: Support with ensuring field monitors implement on-site distribution monitoring, FFA monitoring, school feeding monitoring, and MAM-treatment monitoring as per CO guidance for distribution monitoring.
  2. Process (activity) monitoring: When possible, conduct spot-checks during distributions and other programme activities to make sure minimum monitoring requirements are being adhered to.
  3. Process (activity) monitoring: Support the mechanisms for beneficiary feedback (e.g. hotline, suggestion box, etc.) where required.
  4. Output monitoring: Support SO COMET/monitoring focal point with providing standard trainings for cooperating partners on WFP operational practices in general, and, in particular, on output monitoring tools and methods in order to support partners to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
  5. Output monitoring: support SO COMET/monitoring focal point with consolidating and reviewing distribution reports and invoices fro Cooperating Partners on a monthly basis.
  6. Output monitoring: support SO COMET/monitoring focal point with data entry into COMET implementation module to help track implementaiton of the program cycle (partnerships, FRNs, distribution reports, monthly data etc.).
  7. Outcome monitoring: In coordination with the country office, support with the the roll out of outcome monitoring surveys (including baseline and endline surveys), providing adequate training and guidance to WFP sub-office staff.
