ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

The World Food Programme (WFP) in Mozambique made the transition to the Country Strategic Plan (CSP) in 2017. Through the current CSP, WFP Mozambique established a long-term commitment to build resilience against climate shocks for greater food security and nutrition. This is in line with Government commitments and priorities on Zero Hunger and the 2030 Agenda. To this end, WFP is strengthening the integration of innovative disaster risk financing mechanisms like Forecast-based financing and sovereign insurance schemes in its programming as well as supporting the Government in the development of such initiatives at national level. The Senior Associate will lead the financial risk management component of this portfolio, focusing on the forecast-based financing and anticipatory actions, as well as the insurance component at the macro and meso levels and its interaction at micro level. The field component of this work is currently focused in the provinces of Tete, Gaza, and Sofala where WFP is implementing its multi-year climate resilience initiative (ICRM/R4). This work is to be conducted with strong coordination with WFP internal units, at Country Office (CO) and Field Office (FO) levels, as well as external partners, including government counterparts, UN agencies, NGO partners, and the relevant private sector organizations.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree, or University degree with experience and training/courses in one or more of the following disciplines: insurance/finance, climate change adaptation, environmental studies, agriculture and food security, development studies or related area. Index Insurance skills will be valuable to be able to provide the right support to country teams.

Experience: Three years of postgraduate professional experience in a relevant field of work with first University degree or one year postgraduate professional experience in a relevant field of work with Master degree, with a background and interest in Agri-business, and Financial Inclusion.

Knowledge & Skills: Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes, and transfer modalities. Knowledge and experience of Insurance/Financial product design or management. Proved experience in managing agreements and cooperation with various partners and stakeholders. Ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing. Ability to translate understanding of programme principles into relevant, effective, and context specific approaches. General knowledge of UN system policies, rules, regulations, and procedures.

Language: Portuguese is mandatory. Working level of English is necessary.

KEY ACCOUNTABILITIES (not all-inclusive)

The job holder will independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. The job holder demonstrates initiative in the identification and resolution of a wide range of issues/problems, and effectively handles unforeseen situations. The job holder may act as technical focal point towards the other units of WFP, like emergency response, vulnerability assessment and analysis, M&E. The job holder’s set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility. Under the direct supervision of the Activity 2-Climate Change Adaptation and Resilience Manager the Programme Associate will work to provide technical and operational guidance to WFP staff and implementation partner, conduct capacity building and policy advocacy related to disaster risk financing mechanisms, and establish tools, systems, and guidance to support the implementation of risk finance activities. Specifically, the Senior Associate will undertake the following tasks:

• Support the implementation and strengthening of WFP anticipatory actions and forecast based financing (FbF) initiative • provide overall guidance and day to day support to the country’s AA/FbF initiative, including project oversight to ensure deliverables are met on time and on budget • Explore opportunities for how FbF can be further integrated into the institutional frameworks for drought or disaster risk management and identify potential synergies with current or future planned projects in the country, including links with potential national and international financing mechanisms, and risk finance layering within the national Disaster Risk Financing framework • Contribute towards the implementation of the FbF project in the selected provinces in coordination with national government, provincial government, UN, and civil society organizations • Provide technical support to the government, especially INGD, INAM, MADER, SETSAN and MGCAS/INAS in the creation of a drought early warning system linked with FbF, including capacity building activities like workshop, on-the-job training • Support the development and implementation of the ARC (Africa Risk Capacity) Replica Operational Plan in the Mozambique • Support country capacity assessments and capacity building requirements for WFP’s Replica contingency plans in consultation with the Government of Mozambique and partners as required, this includes participating in field missions, including national and community consultations.

OTHER KEY ACCOUNTABILITIES

• Support the collaboration with ARC and relevant research institutes in the process of development, testing and customization of indices (parameters) used in the drought insurance policy • Train the local team (particularly WFP Programme unit) to ensure a good participation in the technical working groups, ensuring quality control in the final customization of the index; • Liaise with HQ units (e.g. Legal, VAM/M&E etc.) to support the compliance checks of the insurance policies • Document institutional aspects, governance mechanisms and capacity for drought-risk management, existing national coordination mechanisms (e.g. National Disaster Management Authorities) as well as capacities for weather forecasting and analysis, early action and preparedness • Reporting, monitoring and evaluation, including support on documenting lessons learnt and best practices of WFP FbF, ARC replica pilot work and other partner’s climate risk management initiatives and support communications in updating WFP website content • Information sharing with other CO’s engaged in Climate risk management activities and support communications with partners as required • Review project proposals through a climate sensitive lens to ensure that climate adaptation is sufficiently considered from the initial design phase • Coordinate and share information with NGOs and institutions involved in FbF and/or ARC Replica in the region and in country • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders • Liaise with internal counterparts to ensure effective collaboration and to monitor ongoing projects, and support the coordination with the climate services and risk transfer component of the ICRM/R4 initiative • Liaise with external stakeholders involved in these processes and manage the operational agreements (MoU, LoU, FLAs) with the government counterparts and partners
