Duties and Responsibilities THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization. It ensures the provision of high-quality physical and human resources, it applies the highest standards of work ethics and conduct, and uses results based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholders of the world aviation community.

The Information Communication Technology (ICT), under the management of the Chief, ICT Section (C/ICT), reports directly to DD/IAS and is a service provider, which plans, acquires, develops and manages the organization’s enterprise applications and systems. Key activities of the Section include the establishment of core infrastructure and network services, software development and support for enterprise applications, Enterprise Architecture and Project Management, Enterprise Resource Planning (ERP) system support, Web Management as well as Regional Offices support.

The incumbent will work independently on assignments, maintain essential functions, anticipate, and plan for the ongoing needs of the Section, collaborating with the Chief of Section and Mangers. The incumbent will use software specific to ICAO’s financial system and ICAO’s online recruitment system, monitor tasks and facilitate meetings. Support and Quality Assurance for the design team and work on a variety of projects using extensive collaboration with the units of the section. They will act as a liaison, supporting the bureaus, reporting directly to the Chief of ICT. The Candidate must have broad experience in implementing solutions across sections and international organizations, as well as demonstrate strong written and verbal communication skills applicable for interaction across all levels of the organization.

MAJOR DUTIES AND RESPONSIBILITIES Function 1, Management of ICT Change Approval Board (CAB) Manage and coordinate the activities of the ICAO Change Approval Board

  • Liaison with respective technical and subject matter experts (SME) on the structure, design and workflow related to the change approval process.
  • Support SME to facilitate the completion and validation of change requests for the CAB, including the maintenance of relevant documentation.
  • Organize meetings of the CAB, including related communications with various stakeholders.
  • Update entries and facilitate approvals, and track status updates for various change requests.
  • Provide reports and records of minutes and decisions of the CAB.

Function 2, Technical Writer and project specific and related assignments;

  • Serve as Technical Writer to review, update and maintenance of ICT issuances, including technical instructions, user manuals, standard operating procedure etc…
  • Maintenance of ICT web presence and intranet space
  • Identify process improvement opportunities for the section
  • Conduct and support team members with basic training needs
  • Coordinate with team members to take measures to ensure compatibility

Function 3, Quality Assurance Analysis for eLearning and Design assignments

  • Preform QA analysis for online courseware. Reviewing audio and visuals for accuracy and conformity as per ICAO instructional standards
  • Work effectively with the team to ensure the final product adheres to the predetermined scope and design
  • Perform QA and support for design and communication projects, assisting the designers in project review when needed
  • Other Duties as they may Arise

Function 4, Administrative support and SSA Contract Management

Manage and coordinate programs and administrative functions and assignments for the section; - Manages drafts, proofreads and edits correspondence and documentation of the section for accuracy and completeness in accordance with ICAO prescribed style and standards - Monitoring of ICT tasks ensuring their timely completion across all units, follow-up of ICT managers for tasks to be complete, consolidating reports or documents as need arises - Monitor financial and staff resources, procurement actions, budget requirements, assuring monthly conformity for payments - Support and liaison between bureaus, coordinate documentation for Sections in order to integrate contractual commitments between Sections - Review incoming correspondence and ICT tasks, identifying items requiring sensitive treatment, ensuring deadlines are met - Provide advice and guidance on the procedural aspects of reporting requirements and correspondence in accordance with United Nations Standards - Maintain internal staff contract records, drafting contracts and recording specifics - Establish and oversee production workflow of SSA Contracts and staff renewals - Coordinate computer access, building access, office hardware and software

Function 5 - Carry out Other Duties as they may Arise

Qualifications/special skills Academic Qualifications:

Bachelors degree in, communications, a related field or equivalent experience.

Experience: - 5 years of relevant, professional experience in the field - Working knowledge of best practices in the United Nations or a similar international organization - Good knowledge of collaboration systems - Experience in supporting several projects concurrently, empowering and supporting project team members - Excellent communication skills - both written and verbal in English; basic knowledge of French will be an asset - Experience in design and quality assurance - Experience in preparing correspondence and reviewing reports, presentations - Experience in dealing with sensitive and confidential matters with diplomacy

Skills: - Proficient in Microsoft Office Suite - Good analytical and research skills - Ability to manage projects with tight deadlines efficiently - Expertise in communications and interpersonal skills - Strong attention to detail - Knowledge of Adobe Suite and an understanding of design concept is an asset

Qualifications: - Creative, motivated and detailed oriented. - Highly organized with strong time management and multi-tasking skills - Ability to work under pressure and successfully prioritize tasks, manage multiple commitments and deadlines - Ability to work independently as part of a diverse team, comprising internal staff and stakeholders - Flexibility to adapt to a variety of tasks and functions and changing priorities with effective decision making skills

Language:

Essential: - Fluent reading, writing and speaking abilities in English.

Desirable: - A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information Please note that the monthly rate for Band B varies from $5,097 - $8,122.
