ICTP has been a major force in stemming the scientific brain drain from the developing world. For more than 50 years, ICTP has been a driving force behind global efforts to advance scientific expertise in the developing world. Under the direct supervision of the Senior Operations Officer and the overall authority of the Director of the Abdus Salam International Centre for Theoretical Physics, the incumbent coordinates the work of the ICTP Procurement Team and assures timely and cost-effective delivery of procurement services in compliance with proper bidding procedures, rules and regulations. Essential responsibilities include: Long Description ---------------- - Coordinate the work of the ICTP Procurement Team and supervise its staff. - Assure that proper bidding procedures are followed in compliance with UNESCO rules. Ensure that supporting documentation is provided and is available as audit trail. Ensure that ICTP receives the best value for money. - Propose and prepare annual procurement plans and plan the relevant action plan. - Lead solicitation process: identify method of solicitation, distribute invitations to tender and conduct all aspects of bid/proposals evaluations together with client Sections/Units. Ensure the solicitation process is fair, objective and transparent and that it follows the UNESCO general principles and procurement rules and regulations. - Collaborate with colleagues from other sections/units to define product/service requirements, provide advice during the procurement evaluation, and resolve delivery and contractual issues. - Liaise with UNESCO and other UN Agencies in Italy regarding possible use of available Long Term Agreements. Conduct regular market research on the UN Globalmarket Place and on other local and international databases for vendors search. Advise requisitioning units and recipient entities of the full range of procurement issues, provide support and guidance at all stages of the procurement cycle, meeting objectives and deadlines. - Prepare and issue purchase orders, contracts for services and amendments to the Centre and its activities. - Ascertain suppliers' ability and willingness to deliver in accordance with agreeable terms of contract. Negotiate with vendors for standard goods and services and provide support to the supervisor for the complex negotiation, preparation and operation of all ICTP administrative or frame contracts for supply of goods or services, and participate in the drafting of new contracts. - Carry out regular market analysis for comparison of running contracts to corresponding price level in the market. Oversee the adherence to contractual agreements, performance requirements and delivery schedules. Recommend amendments and extensions of contracts and advise parties on contractual rights and obligations. Resolve contractual and business related problems with contractors. - Prepare and present cases and documents to Certifying Officers (CO). Present purchase orders for signature to Approving Officers after certification. Prepare documents for submission to the HQ Contracts Committee. - Keep abreast of best practices, market developments. Maintain and analyze statistical data, conduct market surveys and researches on contractual and procurement matters. Review and comment on existing and new policies and procedures, liaise with HQs procurement offices. Provide guidance on policies to Allotment Holders and to staff in the Procurement Team.
