Org. Setting and Reporting On 15 September 2020, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) for one year, through resolution 2542 (2020). The Council decided that UNSMIL should be led by a Special Envoy of the Secretary-General who should exercise overall leadership of UNSMIL with a particular focus on good offices and mediation with Libyan and international actors to end the conflict.

This position is located in the Office of the Special Envoy of the Secretary-General on Libya and Head of UNSMIL, based in Geneva, Switzerland. The incumbent will work under the direct supervision of the Principal Political Affairs Officer and report to the Special Envoy of the Secretary-General for Libya through the Principal Political Affairs Officer.

The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilise post-conflict zones, including those liberated from Da’esh.

Responsibilities Under the direct supervision of the Principal Political Affairs Officer, the Senior Political Affairs Officer will be responsible for the following duties:

Political Analysis and Advice: Identify, analyze and monitor political developments, trends and emerging issues in Libya, especially with respect to the implementation of UNSMIL mandate, with a particular focus on an inclusive political process, to keep Mission leadership apprised of developments in the political environment, and provide political perspectives on governance, constitutional reforms, electoral and legislative processes, rule of law and security; Assess implications and make recommendations to senior management on possible policies and strategies and other measures to address issues of concern and to advance mandated objectives; Map conflict dynamics and actors and make recommendations for mediation, mitigation and conflict resolution.

Good Offices: Engage or support the Mission Leadership Team in their engagement with national and international partners to facilitate mandate implementation.

Reporting and Information Management: Prepare summary and analytical reports including, but not limited to, situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies; Prepare contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Prepare key messages for media engagements with Head PICU/Spokesperson.

Planning, Coordination and Facilitation: Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information-sharing, policy and coordination matters; Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives; Monitor, evaluate and report on implementation; Support preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for senior UN officials; Participate in fact-finding and other missions; Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.

Management/Administration: Support the Principal Political Affairs Officer in the formulation of the mission’s programme of work, including coordinating inputs through the Annual Budget and SG Compact processes, determining priorities and activities that are in accordance with the mandate; Support the Principal Political Affairs Officer in facilitating the translation of policies given by the Special Envoy into tasks and work with components to ensure their effective implementation.

Perform other relevant duties requested by the Principal Political Affairs Officer and the SE.

Planning and Organizing : Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines that the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.

Managing Performance : Delegates the appropriate responsibility, accountability and decision-making authority; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff; Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; Appraises performance fairly.

Education An advanced university degree (Master’s degree or equivalent) in political science, international relations, social sciences, law, public administration, or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in political affairs, security analysis, rule of law, diplomacy, public administration or a related field is required. Extensive experience in political outreach, facilitation, analysis, advice and reporting at the international level is required. Proven experience in security and political analysis in a political transition context is required. Experience in managing staff is required. Relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or nongovernmental organization- in a conflict or post-conflict setting is required. Demonstrable experience in drafting and editing high quality analytical reports is required. Work experience on or in of the Middle East and/or North Africa region are highly desirable. Experience in delivering briefings as well as providing advice and support to senior officials is desirable. Experience in managing strategic frameworks and budget are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Arabic is required. Knowledge of another UN official language is an advantage.
