Org. Setting and Reporting The post is located in United Nations Office in Belgrade (UNOB). Responsibilities Within limits of delegated authority, the Senior Political Affairs Officer will report directly to the Representative of the Secretary-General (RSG)/Head of Office. The incumbent will be responsible for the following duties: •Plans and implements the operational activities related to the work of the office, i.e. peacekeeping, disarmament, demobilization and reintegration, conflict prevention and resolution, post-conflict rehabilitation, election administration, political and governance institution-building, civil society support work, etc.; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the office. •Prepares briefing notes and talking points for the head of UNOB and other senior staff. Provides continuous guidance and advice to the head of mission, as well as other elected offices of intergovernmental bodies concerning the organization of work, status of negotiations, and conduct of business including interpretation of the rules of procedure. Responds to/prepares responses to comments, statements, and queries of parties. •Leads and directs the political analysis, reporting and media monitoring team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs. Manages, coordinates, organizes and supervises research on a variety of political issues in a region and or country or major conflict. Designs peacekeeping initiatives; advises on and participates in the negotiation to establish operations and develops guidelines, terms of reference and operational plans and time frames for new operations. Plans, coordinates and manages projects and activities requiring mission and/or interagency involvement and participation. Represents UNOB at round tables, seminars and conferences. •Develops and maintains contacts and collaborative relations with government officials, political parties, civil society, the international diplomatic community, and UNCT Serbia. Performs UNOB and UNMIK-related liaison and coordination functions. Represents UNOB in the UNCT in Serbia. •Coordinates and plans UNOB’s activities related to the implementation of its reporting and analysis duties for the Western Balkans. •Develops and maintains contacts with relevant interlocutors in countries in the region, including the RCOs and UNCTs operating there. •Formulates the program of work, budget and medium-term plan of UNOB and participates in the overall approval of the program of work, and administrative matters concerning the Section/Division or mission; coordinates and oversees work of colleagues and unit. •Performs other related duties as required. Education Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of ten years of progressively responsible experience in political affairs, international relations, law, disarmament, security, development management, conflict resolution, or related field is required. Experience working in a UN peacekeeping or special political mission is required. Supporting UN conflict prevention and conflict resolution initiatives within a regional framework - in or on the Balkans region – is required. Experience working with other multilateral institutions, especially Europe-based regional structures (EU/EC, or OSCE) is desirable. Languages English and French are the working languages of the United Nations. For the post advertised, fluency in spoken and written English is required.
