1. Organizational Context

  1. Organizational Setting

The post is located in the IP and Innovation Ecosystems Sector (IES). This Sector is entrusted with a wide mandate to coordinate internally with the four vertical and relevant horizontal sectors to effectively promote the use of IP in the framework of innovation, branding and creative ecosystems. In order to achieve these goals, a number of general lines of action are foreseen, namely, supporting decision makers through evidence-based research and analysis, designing, developing, and supporting IP ecosystems and enabling SMEs and other IP users to maximize the value of their IP assets.

  1. Purpose Statement

The Senior Policy Advisor’s role is to support the Assistant Director General by ensuring the design and developments of policies, tools and initiatives aimed at various stakeholders, including SMEs, to promote their engagement with IP systems. The Senior Policy Advisor will lead initiatives to create advanced methodologies and research to assist countries develop and implement national and regional IP strategies, oversee the Sector’s Communications Policy, working with relevant areas within and beyond the Sector, and establish, develop and maintain strategic partnerships with public, private and NGO sectors. The incumbent works in close cooperation with directors in the Sector, programs throughout WIPO, national and regional IP offices and other inter-governmental organizations.

  1. Reporting Lines

The incumbent works under the supervision of the Assistant Director General.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Formulate a program of action, in coordination with the Global Challenges and Partnerships Sector, to ensure WIPO's engagement with national, regional and international associations of entrepreneurs, chambers of commerce, IP associations and NGOs to promote access to the IP system or a better use of the system by different stakeholders. Plan, direct and supervise the development of WIPO's program regarding assistance, support and guidance to SMEs in different regions, at the national, regional and international level.

b. Create advanced methodologies for the design and implementation of IP strategies at the national and regional level. Ensure the development of new tools, guides and other material to assist countries in the diagnostic, design and implementation of IP strategies.

c. In coordination with the Department of Economics and Data Analytics, produce long-term economic research with the objective of generating evidence supporting the formulation of IP Strategies and innovation policies. Coordinate and integrate the IP strategy program with other programs of the Sector and within the Organization.

d. Oversee the continual development of the Sector’s Communication Strategy and guide the work of the communications team in the structure and content of the IES’ web pages, with the aim to broaden the Sector’s engagement with the public and improve access to the material available or to be developed.

e. Establish, develop and maintain strategic partnerships with public, private and NGO sectors in areas of work under the purview of the Sector.

f. Represent WIPO in international meetings, conferences and policy related taskforces.

g. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in business, economics, public relations or a related discipline. A first-level university degree plus two years of relevant professional experience in addition to the required experience mentioned below may be accepted in lieu of an advanced university degree.

Education (Desirable)

Advanced university degree in business or political science.

Experience (Essential)

At least 15 years of professional experience in the fields of IP policy design, in areas such as entrepreneurship, innovation or in an IP Office.

Experience (Desirable)

Professional experience at a senior level in government.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Good knowledge of other UN official languages.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2021 rate of 86.3%
