Org. Setting and Reporting This position is located in Bamako with the United Nations Multidimensional Integrated Stabilization Mission in Mali. The Senior Joint Operations Officer reports directly to the Chief of Staff. S/he is responsible for leading and ensuring integrated situational awareness, coordination and facilitating crisis management. Within the limits of delegated authority, and under the supervision of the Chief of Staff, the Senior Joint Operations Officer serves as Section Chief for the Joint Operations Center (JOC). S/he is responsible for the coordination and supervision of the responsibilities and services provided by the JOC, including the management of an integrated team comprising staff from across the mission, including military, police, and security components.

Responsibilities Under the authority of the Chief of Staff, the Senior Joint Operations Officer, will be responsible for the following duties (these duties are generic and may not be carried out by all officers):

1. Manages the JOC, including: (a) Overseeing management (including performance management), recruitment and training of the JOC personnel; (b) Responsible for mission-level standard operating procedures, tools and templates (for reporting, coordination, crisis management, communications, etc., reflecting DPO policy and guidance) and ensuring their implementation (including through training and evaluation); (c) Briefing the SRSG and senior leadership as well as high level delegations and members of the diplomatic corps; (d) Sharing information and maintaining relations with the mission's components, sectors, regional offices, UN Country Team, and the United Nations Headquarters (in particular, the UN Operations and Crisis Centre/Peacekeeping Situation Centre); (e) Providing input to management meetings and processes, including for budgets, reviews, SG's reports, etc.

2. Situational Awareness (Monitoring, reporting and data management): (a) Overseeing that the JOC receives information from and maintains relations with stakeholders; (b) Accountable for JOC products and reviewing the final versions of integrated reports (including daily and weekly situation reports); (c) Responsible for ensuring incident ("flash") reports about important, urgent events and new development are sent in a timely manner; (d) Overseeing the preparing of special report and drafting of code cables and official e-mails, In response to information requests; (e) Responsible for ensuring the JOC maintains databases and SAGE maps, accessible by, and for the use of, integrated mission components; (g) Approving the exchange of operational information with external partners, including members of the diplomatic community, humanitarian and civil society partners.

3. Crisis management support: (a) Managing the crisis management center for the SRSG and other members of the Mission's core Crisis Management Team, providing them with an effective and uninterrupted channel of communication, reporting and information management; (b) Organizing crisis management meetings within the mission and with UN headquarters in New York; (c) Ensuring that the mission and key actors (CMT members, JOC staff, etc.) are prepared for crises and familiar and that SOPs and other guidance are up-to-date; (d) Liaising regularly with mission and UNCT leadership to ensure a timely flow of information during a crisis.

4. Coordination of operations: (a) Chairing/attending integrated operational planning and coordination (IOPC) meetings, as required, liaising with mission components, mission support and the UNCT; (b) Overseeing JOC support to regular integrated operational planning and coordination mechanisms ; (c) Liaising with mission sections, mission support, and the UNCT regularly; (d) Ensuring close collaboration with the Joint Mission Analysis e.g. Security Operations Cell/Centre and Joint Logistics Operation Centre; (e) Working with the protection-of-civilians unit to deliver a regularly updated Incidents Matrix based on the JOC database; (f) Responsible for the JOC maintaining an up-to-date contact database.

5. Perform other tasks as required by the Chief of Staff or SRSG.

Competencies Professionalism: Sound operational comprehension, effective analytical skills, and appropriate operations experience in information collection, management and representation. Excellent drafting and editing skills, with the proven ability to produce cogent reports often under strict time constraints, and to critically review and edit the work of others. Ability to identify politically sensitive and operationally significant issues. Ability to coordinate with various actors including Mission components, the UN Country Team, government officials, civil society organizations, regional and intergovernmental organizations. Ability to effectively conduct presentations by clearly summarizing and articulating operational issues, proposing options and concisely conveying information. Education Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, law or related area. A first -level university degree in combination with an additional 2 years of qualifying experience may be accepted In lieu of an advanced university degree.

Work Experience A minimum of 10 years of progressively responsible experience in political or international affairs, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations and management, or related field is required.

At least two years of direct experience in a UN peacekeeping or other field operation in a conflict or post conflict country is required.

Extensive experience drafting political documents and briefing senior officials is required.

Relevant professional experience managing a team or an office is required.

Experience working in an integrated civilian -military-police environment is desirable

Experience working on political, security or mandate related issues in West Africa is an advantage (desirable).

Experience working in a Situation Center, Joint Operation Center, or a similar 24/7 operational environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required. Knowledge of another UN official language is an advantage.
