Org. Setting and Reporting The global COVID-19 pandemic is threatening to overwhelm health services and harm vulnerable economies on an ongoing basis. In light of this, and in response to the UN Secretary General’s call to step up and do everything possible to contain the disease, as well as to protect UN personnel on the ground who are expected to stay and deliver UN programmes, a task force to strengthen the “ First Line of Defense” (FLOD) has been established. The aim is to support strengthening UN country teams in their capacity to implement the necessary measures to protect their UN population for which they have the duty of care, this also may include implementing partners such as INGOs. As a second line of defence a UN Medevac Framework is being implemented to ensure that medevac pathways are available for the UN population at large and their implementing partners.

It is in this context that the United Nations Development Coordination Office (UNDCO) and UN Office for Coordination of Humanitarian Affairs (UNOCHA) are seeking to employ the services of an experienced Senior Medical Advisor to provide support and expert advice to the Chair of the First Line of Defence Task Force or designate, and closely coordinate and liaise with members of the UN Medical Directors’ (UNMD) Network and the Division of Healthcare Management and Occupational Safety and Health (DHMOSH) of the UN Department of Operational Support.

Administratively, the incumbent will report to the Chair of the First Line of Defence (FLOD) Task Force On medical-technical matters, the incumbent will report to and receive support and oversight from the co-chairs of the UN Medical Directors’ Network (UNMD), with a view to design and validate proposed recommendations and enhancements to strengthen country-level preparedness and mitigation actions The function will require close coordination with UNMD Network, including DHMOSH, as well as UN entities with clinical capacities and assets at country level in order to ensure joined up UN support for FLOD actions on the ground.

The Senior Medical Advisor will leverage their experience and knowledge in the medical field in support of the OCHA-DCO action in the area of FLOD. The Senior Medical Advisor will provide surge capacity to address Covid19-related tasks, such as researching, drafting, reviewing guidance documents before issuance to internal and external partners and clients. S/he will take part in representing the FLOD Task Force and/or UNMD as needed in Covid19-related meetings and VTCs. S/he will provide senior level support and advise to the formulation of risk mitigation measures for UN Country teams and military and civilian healthcare facilities worldwide and engage with those entities as appropriate and in coordination with DHMOSH S/he will coordinate efforts to strengthen response capabilities between UN Country Teams, COVID-19 Coordinators and the Medical Evacuation Task Force and conduct trainings for Country Teams and Coordinators as needed.

Responsibilities The Senior Medical Advisor will be responsible for the following duties:

  • Technical advice to the First Line of Defense Task Force Chair and its working group, including through meetings, individual requests, presentations
  • Review Field Data on Medical Capacity – provide risk analysis
  • Advise Resident Coordinators and UN Country Teams on gaps and mitigation plans (via individual or group interactions)
  • Support Task Force in interactions with UNCTs in VTCs
  • liaise with the existing medical network and stakeholders, such as the UNMD and the Division of Health Care Management and Occupational Safety and Health (DHMOSH) other who will be participating in the Working Group.
  • liaise with all UN and inter agency actors, such as the DOS supply chain partners, the HR partners, the Counsellors Group and other relevant stakeholders
  • Communicate to stakeholders and ensure follow up on agreed actions
  • In addition, provide advice to the UN System-wide COVID-19 Medevac Task Force as and when requested.

    Competencies Professionalism: Knowledge of clinical, occupational and tropical/travel medicine. Formal training in CPR and, infectious diseases outbreak or equivalent emergency medical care. Education Doctorate (MD) or equivalent in medicine, including residency/internship in one of the medical specialties, preferably internal medicine.

Work Experience A minimum of ten years of progressively responsible clinical experience in one of the areas of medicine. UN field experience is highly desirable. Previous experience managing humanitarian crisis, including infectious diseases outbreak is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of French and or Spanish is highly desirable UN official language is desirable. Knowledge of any other working languages of the UN Secretariat is an advantage

Special Notice This position is a temporary job opening, and is available for six (6) months, with the possibility of extension. The expected start date is 24 August 2020.

The assignment is a homebased assignment for now, pending change of current telecommuting guidance and requirements for NY HQ personnel.
