Since 2011, MEHE has created places for more than 200,000 non-Lebanese students in its public schools under RACEI and RACEII strategies. Recently MEHE’s focus is on transitioning from emergency response to meeting the development challenges of managing a protracted crisis. This is critical if Lebanon is to be able to offer all children the kind of education envisaged in Sustainable Development Goal 4 by 2030. In 2021, MEHE developed the General Education 5 Year Plan as a contribution to realizing the humanitarian and development aims of the sector. The 5YP was launched in August 2021 and it forms part of a government-wide effort to transform Lebanon. This is reflected in the national development goal for Lebanon’s future: Lebanon’s high-quality human capital strengthens socio-economic development, innovation and resilience. Long Description ---------------- **Scope of the Assignment** This function is to provide all the required technical support in Information technology to the DG office at MEHE to ensure the proper implementation of the 5YP. This position is responsible for all hands-on and day-to-day IT aspects, covering all operations requested by DG. S/he will be the technical product and system owner, to manage existing systems and lead the development of new projects including change requests, installations, upgrades, from inception through to delivery into a production environment, and to manage all IT capabilities under the 5YP. This position is well suited for candidates who work under pressure and can be an effective member of a team. Much of the work to be undertaken by this position requires high technical qualifications, competitive management, and high communication. S/he is expected to build and enhance the capacity of MEHE in IT and ICT as per the Director General of Education (DGE) request and under his guidance. S/he shall work under the direct supervision of UNESCO in close collaboration with the Director General of Education and shall provide timely reporting to the DGE on all matters related to the duties below. Long Description ---------------- **Duties & Responsibilities** 1\. Contribute to the digitization of the policies, procedures and processes under the direct supervision of UNESCO in close collaboration with the Director General. 2\. Manage existing systems and lead the development of new information systems as per the request of the Director General. 3\. Support the Director General in the ICT into Education initiatives when needed. 4\. Manage the IT capabilities available at MEHE and work on improving the management of information system at the ministry. 5\. Develop an automation plan for MEHE as per the directions of the Director General. 6\. Assist in the digital transformation of the directorate general and all its subsidiaries to facilitate better data management and communication channels with citizens and subsequent beneficiaries. 7\. Provide technical support to new and existing Computer-based trainings when needed. 8\. Manage the existing databases at MEHE and develop program/platform for easy access by the Director General. 9\. Responsible for the security and protection of databases at MEHE by developing and maintaining digital security tools and platforms. 10\. Provide technical support and assistance to the Senior Coordinator of 5YP as required and requested by the DG. 11\. Support the Director General in strengthening the relation and interoperability between the MEHE and the different ministries/administrations to ensure proper data communication, integration, and citizen/resident benefit. 12\. Participate in the creation of proper digital communication channels for promoting projects, activities, and success stories for a transparent brand image of MEHE. Long Description ---------------- **Expected Deliverables** The Consultant shall submit to UNESCO and the Director General activity report in the specific responsibilities defined in this Terms of Reference monthly and/or as requested by the DG that includes the following: a. Executive summary of the overall performance (tasks assigned vs actual accomplishments). b. Key monthly objectives and activities with clear and measurable indicators (outputs & outcomes) c. Approach to work and methodology including challenges, limitations and adaptation in methodology and Lessons Learned d. Implementation plan, milestones, and future steps (ongoing tasks and/or new cycle) e. Contribution to MEHE ‘s strategic goals and aims. f. Communication, supporting visuals and testimonials: What key messages could be drafted for dissemination by the Director General and to which audiences/Stakeholders. The Consultant shall submit to UNESCO and DGE “End of assignment closure report” including handing over of any documentation (electronic or otherwise), assets and deliverables belonging to MEHE. **Level of Effort and Duration of the Assignment** • The overall level of effort required from the Expert for this Assignment: This is a full-time position, requiring daily attendance at the workplace. • The assignment is for 11 months with possibility of extension depending on performance and budget availability. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- • University bachelor’s degree in Computer Science and/or a master’s degree in Business (MBA/EMBA) or related IT field. • A minimum of 10 years of hands-on experience in IT, data management, programming, or any IT related field in local or international context. • A minimum of 10 years of experience in management, coordination, and implementation of projects within a public education setting. • Proven ability to provide consultancy and advisory services on matters related to ICT. • Proven ability to work both independently and within a team of senior experts. • Strong and solid experience in the digital transformation and e-government. • Knowledge of ICT into education projects and initiatives. • Strong knowledge of relevant operating systems, software and programming. • Strong Project & Audit Quality Management, Monitoring & Evaluation, Risk assessment & mitigation. • Effective communication skills with proficiency in developing high-level empathy. • Strong analytical leadership, relationship skills and coordination skills. • Fluency in Arabic and English.
