Org. Setting and Reporting This position is located in the Office of Investigations (OFI) of the UN Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL (UNITAD) and will be based in Dohuk, Iraq. The Senior Investigator will report to the Chief of the Office of Field Investigations.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Senior Investigator serves as the Head of a Field Investigation Unit (FIU), and may also supervise other FIUs and would be responsible for the following duties: •Plans, organizes, conducts and/or supervises investigative activities committed by ISIL (Da'esh) in Iraq that may amount to war crimes, crimes against humanity, and possible genocide, including cases involving sexual and gender-based violence, undertaking field missions when required and working in coordination with other OFI units. •Leads and supervises a team of investigators, legal officers and other designated staff and coordinates investigative activities of team members; develops, implements, monitors and evaluates assigned investigations. •Obtains signed statements from survivors and victims of acts committed by ISIL (Da'esh), in difficult or hostile environments and circumstances, including through the use of interpreters, and guides the work of other FIU members with respect to obtaining such information. •Coordinates as necessary with government or state officials for the collection of evidence. •Provides policy advice in relation to investigation strategy and develops or contributes to the development of investigation policy. •Assist in the development of standard operating procedures, draft MoUs and other modalities based on international best practices to ensure that the work of the Investigative Team is conducted in a way that fully supports witnesses and victims, both in Iraq and in third countries. •Lead, in coordination with colleagues in the Office of Evidence and Analysis, the analysis of evidence collected by the Field Investigative Unit and report to the Chief of the Office of Field Investigations on progress made and on possible adjustments required in terms of priorities and resources. •Ensures the preparation of complete and concise investigation reports and other written contribution, together with findings and recommendations; reviews reports and written submissions of his/her subordinates . •Prepares cases for submission to relevant national jurisdictions; prepares or responds to requests for information and/or assistance and advice from other entities, including national and international entities; provides advice and expertise on investigatory matters. •Performs other duties as required.

Competencies •Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to investigations and investigation management. Ability to draft/edit, , a variety of written reports especially with respect to the preparation of complex reports of investigation. Comprehensive knowledge of UN policies, procedures and operations including good knowledge of the conditions prevailing in areas where the United Nations conducts peacekeeping missions. Education Advanced university degree (Master’s degree or equivalent) in law, international law, criminal investigation, police studies or related fields. A combination of a first-level university degree in law, police studies or related fields together with formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years (12 for holders of a first-level university degree) of full-time progressively responsible experience in investigatory work is required. Experience in criminal investigations in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity, war crimes, rape and sexual and gender-based violence or related legal area is required. Experience in investigation management and administration together with supervisory functions is required. Experience with international investigation activities is required. Experience conducting investigations at an international criminal tribunal is desirable. Experience with an international or multilateral public institution is desirable. Experience leading multidisciplinary and multinational teams is desirable. Criminal investigations work experience in the Middle East, North Africa or the Sahel region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is an advantage.
