Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The Digitalization and Informatics Division (CSI) is responsible for all information technology (IT) activities within the Organization. CSI performs on behalf of the Organization the following critical roles: defining FAO IT policies and providing strategic advice on IT architecture and standards, governance, policy and operational matters while monitoring organizational compliance; defining the mechanisms for managing FAO’s information and data; protecting FAO’s information assets and ensuring confidentiality, integrity and availability; ensuring provision of IT services that are core for the Organization’s global operations and supporting the information and business processes; coordinating Organization-wide IT activities in order to reduce duplication and fragmentation and to increase integration of information, data systems and platforms, mobilizing IT resources from across the Organization.

The post of Senior Information Technology Officer (Strategy and Governance) is located in the Digitalization and Informatics Division (CSI) at FAO headquarters in Rome, Italy.

Reporting Lines The Senior Information Technology Officer (Strategy and Governance) reports to the Director, Digitalization and Informatics Division.

Technical Focus Leading and managing the IT Strategy and Governance functions, ensuring that IT objectives, roadmaps and work plans enable, and are constantly aligned with, the priorities of the Organization. To implement this role, he/she will develop and coordinate the FAO IT Strategy and Governance frameworks, oversee the IT controls framework and monitor that the corresponding compliance and performance indicators are met. The Senior Information Technology Officer (Strategy and Governance) will be extensively familiarized with IT Strategy, Governance and Enterprise Architecture practices, business capabilities models and supporting digital capabilities mapping, particularly in international development settings, to ensure IT processes, technologies and standards, as well as IT projects portfolio, sourcing and talent management, are always aligned with business demand and IT strategies.

Key Results Leading strategies and provision of advice as well as IT projects and activities to ensure that the Organization’s requirements for Information Systems (IS) and Information and Communications Technology (ICT) are effectively met.

Key Functions • Leads specialized activities carried out by CSI. • Prepares work plans and monitors progress to ensure delivery of operations and/or project outputs as per organizational needs and agreed priorities. • Manages the financial and human resources assigned. • Develops, monitors and reports on key performance indicators of the assigned functions. •Advises senior management on IT matters including the implications of various functional and technological alternatives and on IS/ICT strategies, governance and standards including their impact on the Organization’s ability to deliver its programmes. • Leads the planning, coordination and setting of policies for the development and implementation of an Organization-wide IS/ICT strategy and for the development of supporting standards, procedures and practices according to the agreed work plans. • Leads special projects and supervises staff, including external service providers and consultants. • Represents the Organization and the Division in formal meetings, negotiations and/or mediation/problem resolution meetings to reach agreement on various IT issues and/or to resolve difficult or contentious problems.

Specific Functions

• Strategy and Governance: Maintains and monitors Organizational IT Strategy and Governance frameworks, divisional objectives, key performance indicators (KPIs), corresponding work plans and reporting; acts as the Secretariat for the IT Governance Board; supports audit requests by collating, compiling and submitting relevant strategy and governance information from various teams. • Project Management: Develops and leads the IT Project Management Office and Project Portfolio Management function. • Control Frameworks and Compliance: Oversees and maintains the Divisional controls framework, in line and as part of the organizational controls framework. • Standards, services and processes: Leads the processes for establishing IT standard and service definitions, policies and guidelines; coordinates the operation of the IT Demand Management process; maintains IT business continuity and recovery plans; ensures that strategies are supported and implemented with appropriate policies, processes and guidelines. • Technology Strategy and Enterprise Architecture: Manages the FAO Enterprise Architecture and its evolution, maintaining the overall vision and knowledge base for business and digital capabilities architecture; evaluates new and emerging technologies, services and platforms to ensure FAO’s technology portfolio evolution is sustainable and fit-for-purpose, developing appropriate technology roadmaps and governing changes. • Strategic sourcing, talent management and value for money: Develops and implements strategic sourcing strategies, in coordination with the Budget and Planning function and in line with the overall strategy and objectives. • IT Operating Model: Models how the IT functions and services will need to adapt and evolve to constantly align with organizational objectives and meet performance indicators. • CSI corporate coordination: Leads and facilitates CSI management coordination within headquarters and Decentralized Offices.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in Information Technology, Computer Science, Information Systems, Business Management, Software Engineering, or related field. • Ten years of relevant experience in the fields of IT portfolio management, Enterprise Architecture, Solutions Design, IT Governance or IT Strategy, in positions of progressive levels of responsibilities • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in international settings. • Extent and relevance of experience with IT governance, strategy and controls across different business domains and large international organizations. • At least three years of experience in the fields of IT portfolio management, Enterprise Architecture, Solutions Design, IT Governance or IT Strategy acquired in an international setting. • Extent and relevance of skills and experience with establishing and leading Enterprise Architecture and IT Project Management functions in international organizations. • Ability to write in clear and concise English, develop concise presentations and materials. • Extent and relevance of experience with information systems design, development and integration. • Professional experience and/or certifications in the following areas: o IT Management (e.g. ITIL) o IT Governance (e.g. COBIT) o Project Management (e.g. PRINCE2) o Enterprise Architecture (e.g. TOGAF)
