Org. Setting and Reporting This position is located in the Joint Mission Analysis Centre (JMAC) of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent will report to the Head of Mission (HoM)/SRSG through the Chief of Staff.

Responsibilities Within delegated authority, the Senior Information Analyst / will be responsible for coordinating and supervising the activities of the Joint Mission Analysis Centre (JMAC) which include the management (collection, collation, analysis, and dissemination) of information in order to support decision-making, early warning, policy development and planning within the Mission.

  • In accordance with UNMISS’s mandate, provide overall strategic direction to the JMAC, including management of JMAC staff, plans and activities.
  • Oversee the monitoring, collection, evaluation, analysis and dissemination of information relevant to the implementation of UNMISS’s mandate, from a variety of sources, in support of policy development, strategic planning and decision making in the Mission.
  • Ensure the timely production, consistency and quality of JMAC’s integrated analytical products, including trend/incident analyses, threat assessments, early warning, scenarios, profiling and risk mapping, focusing on the medium-term and long-term outlook.

  • Lead efforts to implement the 2 May 2017 DPKO-DFS Policy on Peacekeeping Intelligence, to include the establishment of a Joint Coordination Board within the Mission and strengthening of the Mission’s integrated mission peacekeeping intelligence cycle: ensuring the effective and rational tasking, collection and analysis of information across different platforms, components and geographic areas; and ensuring that systems are integrated, accessible and friendly to users.

  • Provide the Senior Mission Leadership with an incisive understanding of issues and trends, their implications and potential developments, as well as assessments of cross-cutting issues and threats that may affect the implementation of the Mission’s mandate.
  • Develop, maintain and revise as needed the JMAC’s analytical and tasking tools (“Requests for Information”, “Priority Information Requirements”, “Collection Plans”, etc.) to detail the scope of analytical products, priorities, sources, deadlines, dissemination, etc.
  • In close collaboration with the Joint Operations Centre, provide analytical support to the Mission’s Crisis Management Team.
  • Provide briefings to the Mission Leadership Team, senior UN staff and visiting delegations and represent the JMAC in meetings as required.
  • Develop and maintain effective working relationships and foster collaboration with Mission components, the UN Country Team (UNCT), UN Headquarters, as well as external actors and organizations in the country and the region.
  • Oversee the information management team including the administration and maintenance of sage, as well as responsibilities related to sage access, registration, and user training. Oversee the work of the reporting team and ensuring the production as well as dissemination of the mission’s integrated daily and weekly situational reports.
  • Ensure that the appropriate level of confidentiality for products is maintained.
  • Prepare, implement and monitor the unit’s work plan, and manage and supervise the staff comprising an integrated team with a range of expertise (information analysts, political affairs, Humanitarian affairs, socioeconomics, security, technical GIS expertise).
  • Develop and implement standard operating procedures and other relevant guidance and good practices for the work of the JMAC.
  • Perform other duties as directed by the Head of Mission and Mission Chief of Staff

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in in political science, social sciences, international relations, law, public administration, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 10 years of progressively responsible experience in intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required.

Experience in a UN peacekeeping or other field operation is required.

A proven track record of management in multi-cultural settings, including management and coordination of multi-disciplinary teams, is desirable.

Experience working in an integrated civilian-military-police environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
