Org. Setting and Reporting The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel.

The Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities.

The Talent Acquisition Section (TAS) is focused on developing and maintaining talent pools and rosters of qualified candidates whose applications have been endorsed by the Field Central Review Bodies, and systematically assessed through substantive assessments inclusive of written tests and or competency-based interviews by an Expert Panel and whose credentials have been verified. Under the direct supervision of the Chief of Section, the Occupational Group Manager (OGM) supports the application of the talent management framework for field missions, both peacekeeping operations and special political missions by building, maintaining, and managing rosters.

This position is located in the Talent Acquisition Section (TAS), Staffing Services (SS), Human Resources Services Division (HRSD), Office of Support Operations (OSO), Department of Operational Support (DOS). The Senior Human Resources Assistant reports to the Chief of the Section.

Responsibilities Within limits of delegated authority, the Senior Human Resources Assistant will be responsible for the following duties:

  • Researches and provides accurate information to Human Resources Officers and Senior Managers on human resources staffing issues.
  • Oversees and provides expert advice to client entities and Service Centers in exercising delegated authorities and responsibilities in the recruitment and staff benefits administration.
  • Participates in the selection of candidates for Generic Job Openings, including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-list of candidates.
  • Assists in the filling of posts, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.
  • Provides input into policy development for the HR policies of staff in the General Service and related categories.
  • Schedules and coordinates entry tests for secretarial/clerical/trades and crafts/security positions.
  • Assists in organizing and coordinating competitive recruitment examinations.
  • Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements.
  • Reviews and processes personnel actions through UMOJA.

Administration of entitlements - Provides advice on the application of policies, regulations, and rules. - Reviews and seeks OHR support on exceptions to the Staff Rules and Regulations concerning travel entitlements, currency of payment of emoluments and rental subsidy. - Monitors issues on conditions of service of staff and advises the supervisor of any developments.

Staff development and career support training - Assists in the development of career development programme. - Assists in the organization and conduct of training courses and workshops.

Classification - Assists in reviewing and processing requests for classification. - Provides advice and answers general queries on classification procedures and processes. - Assists in providing documentation and background materials relating to classification appeals.

General - Establishes service delivery standards with deadlines to achieve performance targets related to the provision of key HR services to client entities and Service Centres. - Assist in monitoring budget/work programme with respect to various budgets, trust funds, grant and other funds on a regular basis. - Monitor budget implementation/expenditures and recommends reallocation of funds as necessary. - Monitor extrabudgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Participates in various business process improvement initiatives by providing HR subject matter expertise, contributing to the development and implementation of new processes and system enhancements, and supporting robust change management and communication activities. - Supervises the maintenance of automated databases and the centralized reference and filing systems. - Undertakes research on a range of HR related issues and prepares notes/reports. - Conducts research on precedents, policy rulings and procedures. - Supervises compilation and preparation of statistical reports on HR related issues. - Supports client entities in their operational workforce planning activities and in the review of staffing aspects of budget submissions by providing operational and strategic inputs in close collaboration with other offices. - Assists in the preparation of information circulars for HR related issues. - Conducts exit interviews for separating staff and assists him/her in final arrangements. - Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval, a variety of correspondence and other communications; performs budget preparation input monitoring and implementation in Umoja, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. - Prepares written response to queries concerning HR related matters. - Trains and provides supervision to new and lower-level staff in the unit. - Performs other duties as required.

Education High school diploma or equivalent is required.

Work Experience A minimum of ten years of progressively responsible experience in human resources management, administrative services or a related area is required.

Experience providing policy advice on human resources management matters in the United Nations or a similar international organization is desirable.

Experience in the application of human resources rules and regulations in the United Nations or a similar international organization is desirable.

Experience with an ERP system in programme and project management processes is desirable.

Experience in budget planning and monitoring in a human resources context is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is desirable.
