Org. Setting and Reporting This position is located in the Human Resources Operations Section, Headquarters Client Support Service, Division of Administration, Department of Operational Support. The Senior Human Resources Assistant reports to the Chief of Section.

In line with the Secretary-General's management reform effective 01 January 2019, DOS will focus on operations, services, transactions and surge support to entities in weak environments. It will service and support the entire Secretariat - at Headquarters, the regional commissions and offices away from Headquarters and in the field

Responsibilities Within delegated authority, the Senior Human Resources Assistant will be responsible for the following duties:

Recruitment and placement •Participates in the selection of candidates for administrative support positions in the General Service and related categories, including evaluating and screening applications of such candidates, preparing profiles of candidates, conducting preliminary interviews, conducting roster searches for vacancies, and identifying short-list of candidates. •Assists in the filling of posts, including initiating and following-up on reference checks and academic verifications, ensuring the completion of pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment with applicable conditions of service, including statement of emoluments. •Provides input into policy development for the HR policies of staff in the General Service and related categories. •Schedules and coordinates entry tests for administrative support positions. •Assists in organizing and coordinating competitive recruitment examinations. •Oversees the maintenance of job opening files and tracks the status of job openings. •Reviews and processes personnel actions through Umoja. •Advises staff on visa matters.

Administration of entitlements •Supervises and supports maintenance of Umoja entitlements reference tables. •Reviews and processes data pertaining to conditions of service. •Reviews and processes contracts and benefits and entitlements of staff, such as Education Grant, Rental Subsidy, Language Allowance and Dependency Allowance. •Reviews requests from client offices on a range of HR matters, consults with the relevant offices and ensures follow-up action. •Keeps abreast of HR policies and conditions of service and of any developments in the various client offices. •Monitors issues on conditions of service of staff and advises the supervisor of any developments.

Staff Separations •Assists client offices in processing end-of-service actions for staff members who are separating from the Organization by performing required entitlements clearances and processing the required personnel actions.

Staff development and career support training •Assists in the development of career development Programme. •Assists in the organization and conduct of training courses and workshops.

Umoja Operational Support: - Oversee and support daily activities of the Operational Support Team as Team Lead, participate in testing the configuration of various HR functionalities in the Umoja ERP system. - Participates in data validation and data cleansing activities while analyzing issues and trends for best practice to HRPs and LPEs. •Collaborate with CDOTs to develop training strategies and conduct refresher courses for HRPs, provide input to development and delivery of Umoja training modules. •Give oversight for technical Umoja support to HR Partners and substantive support to the processing of complex Umoja personnel actions, and take corrective action as necessary, particularly for retroactive cases. •Provide expertise for working group assignments and change management initiatives. •Generates monitoring reports from Umoja and coordinates required data updates with individual HR Partners. •Troubleshoots complex Payroll and insurance related cases and ensures necessary data corrections are taken.

General •Assists in development of SOPs, guidelines and manuals in respective areas of work. •Supervises the maintenance of automated databases and the centralized reference and filing systems. •Undertakes research on a range of HR related issues and prepares notes/reports. •Conducts research on precedents, policy rulings and procedures. •Supervises compilation and preparation of statistical reports on HR related issues. •Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval, a variety of correspondence and other communications; performs budget preparation input monitoring and implementation in Umoja; sets up and maintains files/records (electronic and paper); monitors deadlines, etc. •Prepares written response to queries concerning HR related matters. •Trains and provides supervision to new and lower-level staff in the unit. •Performs other duties as required.

Education High school diploma or equivalent is required.

Work Experience A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area is required.

Experience in the application of Staff Rules and Regulations with the United Nations or a similar international organization in an operational environment is desirable.

Experience in the administration of a broad range of entitlements and benefits using Enterprise Resource Planning system (ERP) such as Umoja (SAP) or similar is desirable.

Experience in development of training materials, standard operation procedures and guidelines related to human resources policies or human resources information technology tools is desirable.

Experience as a Local Process Expert on ERP issues related to human resources is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice This position is temporarily available through 31 December 2022. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
