The Finance Department (FIN) of the IMF is seeking an experienced and qualified candidate for a Senior Finance Officer position in its Administrative Expenditures and Control Division (AX). The Senior Finance Officer will support the work of the Personnel Payments Section. The division is responsible for controlling all Fund payments and receipts under the administrative and capital budgets and under externally provided capacity development agreements. Activities under the administrative budget include the procurement of goods and services, the execution of payroll and associated staff benefits, tax allowances and pension benefits and the delivery of travel services and seminars. Under the capital budget, this entails the execution of information technology projects, building construction projects and other facilities. The Personnel Payments Section is responsible for administering payroll (compensation, benefits, allowances), pension, and tax operations. The section also supports formulation and implementation of human resource policies and IT system solutions, as well as providing customer service for staff and pensioners.

The Senior Finance Officer will be responsible for assisting Division Management with financial oversight, control and conduct of compensation and benefit related payments and receipts to ensure timely, accurate, and compliant payroll, pension, and tax operations and reporting. The incumbent will also advise on the formulation and implementation of administrative and human resources-related policies, procedures, and related systems of internal controls. He/she will lead or assist with special information technology projects, HR modernization programs, complex accounting or operational matters, preparation of internal reports and Executive Board papers, and audit engagements. Policy support extends to several business domain areas, including payroll, compensation, benefits, allowances, tax, and pension.

The Senior Finance Officer will also assist Division Management with the management of the work and staff of the Personnel Payments Section, as assigned. The incumbent will assist with planning, prioritizing, coordinating, and monitoring work assignments; supervising professional and support level staff; reviewing work; providing feedback on performance and training needs; and recruiting and onboarding new staff.

The incumbent will represent the division, coordinate and lead projects as assigned, and collaborate with external stakeholders and other Fund departments including HRD (Human Resources Department), ITD (Information Technology Department), and LEG (Legal Department). He/she will support or lead the section’s monthly accounting and year-end financial closing activities, along with other periodic deliverables. The Senior Finance Officer will also assume a lead role in systems-related activities and information technology projects by overseeing the design, development, implementation, and testing of new systems and enhancements.

Other responsibilities include ensuring a sound internal control environment over the section’s operations, risk reporting and risk mitigation, analyzing the impact of changes in accounting standards and taxation matters, pursuing operational efficiencies and opportunities for streamlining work practices, simplifying policies, and developing and maintaining operational procedures and controls. He/she will provide oversight for customer service as needed.

Qualifications

Candidates must have an advanced university degree in accounting, business administration, finance, human resources, or a related field, or a professional accounting certification (such as CPA or CA), supplemented by a minimum of eight years of relevant work experience (11 years preferred). Extensive experience in accounting and financial management, and technical knowledge of auditing and internal controls are essential. Experience with administration of payroll and/or pension and/or tax operations is required.

The successful candidate should have knowledge of payroll processing, defined benefit/defined contribution pension schemes and U.S. taxation of individuals. Experience with Peoplesoft, Workday and ServiceNow along with the design, operation and control of IT systems is preferred. Previous experience and knowledge of international organizations’ personnel payments operations and related accounting and administrative policies and procedures is a plus.

The position also requires strong managerial and coaching skills. The successful candidate should have proven experience in leading, supervising, assessing, and developing a team of professionals and support staff, delegating work and responsibilities appropriately, motivating individual performance and fostering a collaborative team environment. The candidate should possess excellent verbal and written communication skills and the ability to collaborate effectively with diverse client groups. In addition, strong judgment, strategic and analytical skills, and excellent work management and drive for results. A sound understanding of information technology and experience with project management practices are beneficial.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
