Duties and Responsibilities 1. Background of the assignment:

The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological and Nuclear (CBRN) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.

Since 2010, UNICRI supports the implementation of the EU CBRN Centres of Excellence (CoE) initiative to strengthen regional capabilities and security governance in the area of Chemical, Biological, Radiological and Nuclear risk mitigation. In 2022, UNICRI received funding from the European Commission to start development and organization of the CBRN National Focal Points (NFPs) Academy, aimed to enhance the capacities of the NFPs to successfully lead the National CBRN Team, enhance CBRN knowledge and management, negotiation and representation skills. The UNICRI Team will supervise overall implementation in close coordination with identified relevant international subject matter experts and trainers.

2. Purpose of the assignment:

The Senior Fellow will contribute to the implementation of project activities by developing training curricula and coordinating the selected pool of experts’ contributions and providing specialized subject-matter expertise in preparation of the Chemical, Biological, Radiological and Nuclear (CBRN) Academy.

3. Specific tasks to be performed by the fellow:

With the support from UNICRI and under the overall supervision of the UNICRI Programme Management Officer, the Senior Fellow will perform the below listed duties: - Design and develop a data collection tool (e.g., questionnaire) to conduct a survey to be administered to the National Focal Points and Heads of Secretariat to explore interest in the proposed topics and confirm language preferences; - Collect data using an online survey platform to be identified; - Analyse the survey results; - Identify training resources; - Develop, review and revise a training programme based on the survey results; - Carry out consultation meetings and liaise with CBRN CoE relevant partners and experts for the preparation and review of the training programme; - Design and develop the training curricula in strict coordination with relevant stakeholders and CBRN experts; - Provide support to the preparation and review of the training material and coordinate the translation processes; - Coordinate with relevant experts to ensure consistency in methodologies and approaches in the delivery of the training curricula; - Participate in and provide support to participants and trainers before and during the CBRN Academy (e.g. address questions from training participants and trainers); - Design, develop and administer the evaluation questionnaire to collect inputs on the overall training initiative; - Analyze evaluation results; - Draft evaluation report of the CBRN Academy and share with all relevant stakeholders for inputs and feedback; - Finalize the evaluation report; - Provide inputs for the project report.

Qualifications/special skills Academic Qualifications: An advanced University degree (Master or equivalent) in the social sciences, including, but not limited to criminology, political science, sociology, public administration, public affairs, international relations, or law is required. Experience: At least 10 years of relevant professional experience in the field of international affairs and/or international security and crime prevention is required. Previous relevant work experience with the United Nations or similar large international or regional organizations is required. Relevant experience in the area of chemical, biological, radiological and nuclear (CBRN) risk mitigation is desirable. Relevant experience in organizing trainings and workshops is also desirable. Language: Proficiency (i.e. oral and written fluency) in English is required. Knowledge of another official UN language is highly desirable.
