Duties and Responsibilities a.) Information and validation:

  • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

  • Provide specialized technical advice during the formulation and implementation of actions of the different projects implemented in the HUB Andean Countries.
  • Lead the engagement with stakeholders related with the action of UN-Habitat and different projects implemented in the HUB Andean Countries.
  • Consolidate new alliances with territorial stakeholders, such as national, local, and regional governments, private sector, academia, multilateral banking, United Nation programs and agencies, NGOs, among others, towards the achievement different projects implemented in the HUB Andean Countries.
  • Lead the dialogues and articulations with relevant stakeholders regarding collaborations and initiatives according to promote the consolidation of inclusive cities and according to the mission of UN-Habitat.
  • Represent UN-Habitat as needed in dialogues and exchanges with stakeholders such as na-tional, local, and regional governments, private sector, academia, multilateral banking, Unit-ed Nation programs and agencies, NGOs, among others.
  • Manage the relations with beneficiary local and national governments and promote the ap-propriation of the information, tools, and recommendations provided by the different pro-jects implemented in the HUB Andean Countries.
  • Manage relations with beneficiary local and national governments and promote their active participation in the project´s activities.
  • Implement technical activities to promote the sustainability and growth of the regional stakeholders network consolidated by UN-Habitat.
  • Support other activities requested and by mutual agreement with the Project Coordinator and the UN-Habitat HUB Coordinator for Andean countries, within the framework of this consultancy and without prejudice to the achievement of their responsibilities.
  • Synthesis of information for the preparation of high-level technical documents.
  • Development of technical proposals, including socialization and discussion with different counterparts at different territorial scales.
  • Follow-up of the methodological and technical processes being developed by the Andean Countries HUB.
  • Evaluation and review of technical documents prepared by the different consultants of the HUB Andean Countries.

c.) Approval:

  • Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation nec-essary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency.

d.) Implementation:

  • Support the identification of project opportunities found in the UN-Habitat Cooperation Framework in the territory.
  • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties.
  • Provide inputs for the development of technical and economic proposals related to the formulation of new projects, as well as the implementation of existing ones, specifically with the drafting of conceptual notes, project documents, implementation plans, budgets, terms of reference, memorandums of understanding, agreements and other cooperation mechanisms defined by the UN-Habitat Coordinator.
  • Participate in interagency groups of the United Nations System, project meetings, official missions and/or events related to the projects in which you participate.
  • Support other activities requested and by mutual agreement with the Project Coordinator and the UN-Habitat HUB Coordinator for Andean countries, within the framework of this consultancy and without prejudice to the achievement of their responsibilities.

e.) Knowledge Management:

  • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization.
  • Propose formats and procedures that allow the efficient implementation of the Agency's projects.
  • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating.
  • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat, Andean countries Hub.
  • Prepare reports and other documents related to meetings, missions and activities developed by the Andean countries Hub UN-Habitat Office.
  • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate.
  • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects.
  • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDG), Target 11. Sustainable cities and communities.
  • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries.
  • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development.

f.) Others:

  • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities.
  • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects.
  • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.

    Qualifications/special skills Education Advanced degree (master’s degree) in urban development, economic development, political sci-ence, international development, public policies, public management, sociology, or similar. A first degree in areas related to Urban Development, Social Sciences, Government and International Rela-tions, Economics and/or related with an additional eight (8) years of experience relevant to the position would be accepted in lieu of the advanced degree. Complementary studies related to project management, migrations, and/or human sciences will be highly valued.

Professional Experience Minimum ten (10) years of work experience and eight (8) years of specific experience in projects related to urban and economic development, migration, territorial planning, urban management, stakeholders’ engagement, and/or related. Previous experience in the United Nations System and/or at international cooperation agencies will be preferred.

Languages The language of the consultancy is Spanish and English, other official languages of the United Na-tions will increase score.

Additional Information UN-Habitat is the United Nations Human Settlements Programme, which is responsible for promot-ing socially and environmentally sustainable towns and cities in order to provide adequate housing for all. Currently, the program is headquartered in Nairobi, Kenya, and finds its support in the Re-gional Office for Latin America and the Caribbean – ROLAC, located in Rio de Janeiro, Brazil.

The programme is governed by the principles defined through the Vancouver Declaration on Hu-man Settlements, the Istanbul Declaration on Human Settlements, the Habitat Agenda, the Quito Declaration on Sustainable Cities and Human Settlements, the New Urban Agenda and United Na-tions General Assembly Resolution 56/206. With its work, UN-Habitat seeks to mitigate the nega-tive effects that result from accelerated and unsustainable urbanization processes, becoming a guar-antor of the benefits offered by sustainable urbanization, and contributing to the reduction of urban poverty and the improvement of the quality of life of the population. Cities in Andean countries face major challenges arising from accelerated urban growth. Phenomena such as social inequality, unsustainable management of natural resources, gaps in the development of territories and the inse-curity of urban environments, place a number of challenges for cities. Considering the above, ap-propriate urban planning that promotes social inclusion, and the generation of conditions that im-prove the quality of life of cities and territories, articulated to development processes supported by adequate legislation and governance, that encourage the promotion of an economy of opportunity for all, giving relevance to environmental sustainability, allow these challenges to be addressed in a more strategic, integral and effective way. From this perspective, the contemporary urban context involves advancing in the design of a solid development agenda that translates into concrete instru-ments for action, oriented in its implementation by the New Urban Agenda adopted in Habitat III (Quito, October 2016), and by Multilevel Urban Policies with clear guidelines that promote cities with the ability to create viable solutions to the problems of disparities and territorial inequities.
