Result of Service Methodology The Senior Reviewer/ Investigator will work in close cooperation with UNITAD and will be part of the Field Investigation Unit 3 in the Office of Field Investigations (OFI). The methodological approach to this consultancy will be one of collaboration between the consultant and FIU3, with the consultant taking overall responsibility for the agreed deliverables within the timeframe of the contract.

This consultancy is renewable subject to operational needs of UNITAD and the availability of funding, and the successful completion of this initial contract.

Expected duration 30-40 days over a three-month period.

Duties and Responsibilities The purpose of this consultancy is to assist UNITAD in delivering the case brief from its third core investigation, ISIL’s attack on persons detained in Badush prison, Mosul, in June 2014. Additionally, the consultant will support UNITAD in the redaction of the approved brief for external release to national prosecutors, in accordance with UNITAD’s mandate.

Responsibilities of the Senior Evidence Reviewer/ Investigator will include the following:

  • Review evidence collected by UNITAD as well as information available from public, private, and other online-based materials within established security protocols.
  • Provide direct support to investigations and support the production of case files currently being developed by the UNITAD Field Investigation Unit 3, including, o a factual analysis of ISIL attack on Badush prison o A review of the building of the case file in relation to  named crimes, with reference to how the elements of crimes are fulfilled  the linking to named persons of interest o identification of gaps in the evidence and advice on additional steps to address such gaps; o identification of inconsistencies in the evidence and advice on additional steps to address such inconsistences; o If identified in the case brief, provide advice into whether the attack on Shia prisoners derived from wider ISIL policy or was ad hoc practice on the part of the ISIL units engaged in the Badush attack; o Work in coordination with UNITAD’s Gender and Children’s Unit on analysis and findings of the FIU3 case brief; o Work in coordination with UNITAD’s Forensic Unit on analysis and findings of the FIU3 case brief, particularly as regards evidence arising from the mass grave excavations; o Assist with assessing the impact of ISIL crimes upon the Shia community, if any, as evidenced by the June 2014 Badush attack.

  • Attend and participate in meetings in support of the overall investigation.

  • Support the development of ideas on how analysis of the Badush attack can support the overall investigation of ISIL core perpetrations of international crimes committed by the group from 2014 onward and provide recommendations for investigative follow up.
  • Assist and support the development of investigative interview themes/questions to support targeted information gathering by the team from interviewees.
  • Perform other duties as required.

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in political science, international relations, foreign affairs, law, or related fields. A first-level university degree with a relevant combination of academic qualifications and additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of fifteen years of progressively responsible experience in investigations of complex crimes, including in evidential analysis and case-building for the purpose of supporting criminal prosecutions is required. Experience of working in investigations in an international crimes tribunal or investigative mechanism is required. Experience in supporting investigations or intelligence analysis work related to ISIL (Da'esh) is desirable. Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.
