Result of Service The Senior Consultant (Urban Mobility Policy) must prepare a technical report about the impacts of land subsidence caused by underground mining activities in four neighborhoods and their surrounding areas of Maceió, Alagoas. The report shall include: - The current picture of the population displacement; - An analysis of the existing urban mobility system and the effects of the land subsidence on traffic and public transport; - Recommendations and preliminary proposals to improve the mobility in the affected areas.

The goal is to provide a brief impact assessment of the land subsidence on the urban mobility system of Maceió and metropolitan area to guide the decision-making process of the State Government.

The consultant will work in close collaboration with the operational and technical teams of UN-Habitat offices in Alagoas, Rio de Janeiro and Nairobi, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Work Location Maceió (initially, home based)

Expected duration The consultancy has an expected duration of one (1) month.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is now setting up the second phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This second phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions.

In order to properly implement this project, a Senior Consultant (Urban Mobility Policy) is required to ensure a good execution of the work programme.

Report to UN-Habitat Manager

The Senior Consultant (Urban Mobility Policy) will report to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil, the Senior Consultant (Urban Mobility Policy) will:

  • Define a Work Plan considering the Term of Reference, and other activities that may be required for a better execution of the product;
  • Establish the execution schedule and monitor the preparation of the activities;
  • Prepare all the material to guide the meetings, including supporting materials such as PPT presentations and printed materials;
  • Hold bilateral meetings with municipal and state managers, experts, and local movements.
  • Define innovative methodologies for holding meetings, when held remotely;
  • Conduct dialogues with UN-Habitat, the Government of the State of Alagoas, when requested, and with the other consultants;
  • Systematize and consolidate information in reports, executive summaries and PPTs;
  • Maintain an orderly and accessible information file system on the information and data produced;
  • Be responsible for the delivery according to deadlines for each report;
  • Prepare all reports according to the Portuguese standard norms, following the norms of the Brazilian Association of Technical Norms (ABNT);
  • The consultant will be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterparts.

The activities will be carried out under the technical supervision of UN-Habitat in coordination with the Government of the State of Alagoas, and the infrastructure required for the meetings, when held in person, will be provided by the Government of the State of Alagoas.

The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The consultant will be expected to carry out the following tasks:

(i) Systematize and analyze the current picture of the population displacement and the effects on traffic and public transport; (ii) Provide a brief assessment of the land subsidence impacts on the urban mobility system of Maceió and metropolitan region; (iii) Propose preliminary solutions and guidelines to recover the local and metropolitan mobility system, considering the road network and public transport, as well as prioritizing active mobility.

The consultant must also hold preparatory meetings with UN-Habitat local team and the Government of the State of Alagoas, especially the State Secretary of Transportation and Urban Development, in order to collect data and other information about existing plans and projects related to this issue. The consultant may also suggest additional activities to those indicated in this Term of Reference.

The consultant will deliver the following single product:

Product 1: Technical Report Description: Technical report containing an impact assessment, preliminary proposals and recommendations to guide the recovery of the local and metropolitan mobility system Expected Delivery Date: 30 days after signing the contract

Qualifications/special skills Skills:

¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required; ¿ Good knowledge on project management methodologies is desirable.

Academic Qualifications:

Required: ¿ Bachelor’s Degree in Architecture and Urbanism, Urban Studies, Geography, Civil Engineering, or related fields is required; ¿ Postgraduate Degree (Stricto Sensu) in Architecture and Urbanism, Urban Studies, Geography, Economy, Social Sciences, Public Administration or related fields is required, or additional six (6) years of relevant experience to the post, beyond the requirement.

Experience:

¿ A minimum of twelve (12) years of progressively responsible experience in writing analytical reports is required; ¿ Experience in planning, design and/or work in urban mobility policies/programs is required; ¿ Experience in local governance and development is required, international experience is an asset; ¿ Previous experience within the UN System would be considered an added advantage.

Language:

¿ Fluency in Portuguese is required; ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Knowledge Management

¿ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

¿ Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. ¿ Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ¿ Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ¿ Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main-streaming of vulnerability; willingness and ability to work in difficult environments.

Additional Information Remuneration SB-5/4 (UNDP Brazil Salary Scale)

The consultant will receive a total amount of BRL 16.990,90 (75%), to be paid upon delivery and approval of the Technical Report (single product).
