The Food and Agriculture Organization of the United Nations (FAO), leads international efforts to alleviate hunger, eliminate poverty and achieve food and nutrition security for all. At present, FAO is supporting a number of interventions related to Agriculture (crop, Livestock, Fisheries, Forestry development and Food Security And Nutrition. FAO is seeking for suitably qualified and experienced consultants to support on assessment of Agriculture Statistics Strategic plan (ASSP I 2014-2019) and formulation of ASSP II under the FAO Programme in Tanzania and according to the Country Programming Framework.

Reporting Lines

The National Senior Consultant will work under the overall supervision of the FAO Representative, and the direct supervision and guidance of the Assistant FAO Representative - Programme and technical supervision of the FAO agriculture statistics Officers from country Office and the FAO Sub-regional Office for Southern Africa as well as technical backstopping from the Regional Office for Africa (RAF) and Headquarters

Technical Focus

Under the responsibility/supervision of the National Project Coordinator (NPC) and in close collaboration with other national consultants, the senior consultant’s principal task will be to support the government of Tanzania in assessing the performance of the ASSP I and designing a new Strategic Plan for Agricultural statistics (ASSP 2). The senior consultant will also cover --as part of his/her duties the assessment and formulation of the plan for the livestock sub-sector. Specifically, the tasks will be the following

Tasks and responsibilities

  • Hold consultations with authorities and main stakeholders for i) establishing/confirming a constituency (steering committee, technical working committee, sub-sectoral technical committees) ii) establishing the design team under the leadership of the NPC; iii) establishing the sub-sectors teams; iv) reviewing the mechanisms of alignment of ASSP with national statistical plans; v) undertaking an exhaustive mapping of stakeholders;
  • Guide the process of assessment using the methodology agreed in the roadmap, participate to the main meetings and reviews as needed, support the preparation of assessment reports at sub-sectoral;
  • Conduct reviews and interviews for the livestock sub-sector: organize consultations with stakeholders, organize meetings of the sub-sectoral committee on livestock for discussing main findings and prepare a short assessment report for the sub-sector
  • Analyze and review the evaluations performed by the sub sectoral committees, prepare a first draft assessment report, submit the assessment report to the sub sector Committee for review.
  • Prepare main findings and recommendations of the ASSP 1 assessment and in coordination with the NPC , support the national authorities in organizing a workshop for presenting the main assessment findings, recommendations and next steps planned for the preparation of ASSP II;
  • Support the presentation of the final draft of ASSP 1 assessment to the Steering Committee for endorsement and finalize the ASSP 1 assessment document if needed;
  • Guide the process of designing of ASSP II using the methodology agreed in the roadmap, participate to the main meetings and reviews as needed, support the preparation of reports at crop sub-sectoral;
  • Prepare the sub-sectoral action plan for the livestock sector in close collaboration with members of the sub-committee
  • Analyze and review the proposals prepared by the other sub-sectoral committees, prepare a first draft of strategic objectives, expected results and a proposal for a vision and a mission at sub-sectoral;
  • Prepare: i) a first draft of the overall action plan and budget; ii) a detailed calendar of censuses and surveys iii) a M&E framework including a detailed strategy for reporting, reviewing and updating activities on a regular basis; iv) an advocacy and communication plan and v) a draft funding strategy;.
  • support preparation of a final draft of the overall ASSP 2 action plan;
  • In close collaboration with other consultants prepare the material and contribute to the agenda and discussions; after national workshop for presenting the draft ASSP II, review all comments and suggestions and amend;
  • Support in preparing a high-policy dialogue to ensure high-level ownership and commitments for the implementation of ASSP II: prepare material and advocacy material;
  • Undertake other duties as might be assigned by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Have a Masters-level university degree in statistics, Economics, Agronomy, livestock, Agriculture or related field;
  • Candidates should be Tanzanian;
  • Have at least 7 years of professional experience in organizing national statistics systems, and sound knowledge of agricultural statistics, preferably in Tanzania.
