The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces The IRC’s programming in Thailand focuses on five core programming areas – primary health care, protection, women’s empowerment and the prevention and mitigation of gender-based violence, education, and livelihoods. These programs reflect IRC’s guiding principles of capacity-building, participation, partnership, protection and promotion of human rights as well as holistic programming.

Job Overview/Summary: Senior CETA Training Manager is in charge of the overall provision of CETA training for the project Integrating An Evidence-Based Mental Health Intervention Into Non-Communicable Disease Care, funded as part of ELRHA’s Research for Health in Humanitarian Crises (R2HC) to International Rescue Committee, and partners Johns Hopkins University, Khon Kaen University. The project aims to examine the integration of an evidenced-based mental health intervention into existing non-communicable disease (NCD) care models, implemented by IRC in Thailand refugee camps to compare health outcomes, factors influencing treatment compliance, and costs between intervention and control groups. The research study will be a randomized control trial examining the effects of CETA on nonadherence behaviors among refugees with epilepsy, hypertension, and diabetes living in Mae La refugee camp. CETA training will take place in a hybrid live and remote format to accommodate training barriers related to COVID-19 and travel restrictions between Myanmar, the US, and Thailand. The training will utilize technology to display CETA training videos and connect providers in Thailand to trainers in Yangon. Once training is complete and counselors begin seeing clients, local supervisors will continue to receive oversight from Yangon-based CETA trainers through weekly trainer calls. Senior CETA Training Manager will take primary responsibility for coordinating and managing CETA training, which is comprised of targeted, evidence-based components that are known to help adults that present with trauma, depression, anxiety, substance abuse, and other mental and behavioral health problems that may interfere with medication adherence. S(he) will work with the partner teams and key IRC staff and consultants (Senior Health Coordinator, Health Coordinator, MHPSS Manager, MHPSS Lead Research Consultant, etc.) to ensure the key milestone of the project are designed and implemented. The position will be based in Mae Sot and s(he) will be responsible for coordinating, managing, implementing and monitoring CETA training activities. Senior CETA Training Manager will report directly to Health Coordinator for the training in the camp.

MAJOR RESPONSIBILITIES:

Coordination: 1) Coordinate to develop and conduct CETA Training to meet the needs of CETA Counselors in Mae La Camp 2) Work closely with Virtual CETA Trainers, MHPSS Research Manager and CETA Training Co-Facilitator and Interpreter in providing technical oversight for the quality control of CETA Training 3) Act as a Representative for CETA Training and Intervention in in-person and online Stakeholder Engagement Meetings 4) Coordinate with CETA trainers to plan for post-training activities 5) Assist to and cooperate with Health Coordinator to engage with camp leaderships and local MOI for R2HC related activities

Preparation and Provision of CETA Training: 1) Lead CETA training preparations, including: a. Reviewing CETA training videos b. Reviewing and practicing video translation and live modeling scripts c. Having regular calls with the Yangon-based and US-based CETA trainers 2) Prepare and oversight CETA Training workplan to track set timelines align with activities Monitor and Support with technology for the CETA training, including downloading all training videos and troubleshooting technology issues that may arise during the training Supervise, monitor and build the capacity of CETA counselors to ensure they can perform their job duties effectively and deliver quality services. 3) Conduct live interpretation of videos for CETA training 4) Advise counselor role for live models in CETA training 5) Lead role plays during the CETA training 6) Coordinate with Yangon-based CETA trainers to deliver live feedback to group on overall role play performance 7) Facilitate live quizzes and discussions with counselors throughout the training 8) Score training quizzes and track provider grades and role play performance throughout the training 9) Take notes on training and provider progress during training and send to supervisor and CETA Implementation team 10) Organize training wrap-up

Learning and Evaluation: 1) Observes and evaluates the effectiveness of CETA Training and analyzes training results, recommending revisions where appropriate to ensure sustainability of CETA intervention 2) Generate accurate and timely reports to supervisor 3) Provide technical input related to CETA training on donor reporting

Other: ● Other duties as assigned by the supervisor to enable and develop IRC programs.
