WFP is in the process of changing the way it engages at the national level, from direct implementation of programmes to providing services to Governments so that they can deliver their programmes.

ORGANIZATIONAL CONTEXT

The Cash-based Transfer (CBT) Division in WFP’s Headquarters in Rome leads the organization’s global efforts in cash operations. The division is dynamic and agile and works with a range of WFP and innovative external partners to enable WFP’s field operations through policy, technical advice, and services. The division is responsible to support WFP offices to establish and run cash operations, and for supporting Governments to establish financially inclusive government-to-person payments systems. Headquarters and the global CBT workforce are expected to enable a rapid and radical transformation of the way WFP does business.

Since 2020, CBT has been offering Cash Data services to WFP country offices and, through them, to Governments, to help them understand if the right people are receiving the right assistance through the collection, transformation and display of data. The Cash Data Service includes assessments, anomaly detection, transformation, deduplication and other activities; they require coordination with HQ-based stakeholders, technology and financial vendors and with WFP’s country offices. Working with the services team within the CBT division and with relevant stakeholders, such as the TEC division, the Senior Business Analysts will analyse business requirements and ensure that the systems that WFP uses for its CBT global operations are adequate, compliant to corporate standards and CBT policy frameworks and fit for operational needs. The resource will proactively provide strategic advisory to Country Directors, external partners, and CBT management on recommended solutions, always keeping the beneficiaries’ interest and field’s needs at heart.

JOB PURPOSE

To analyse and document CBT business capabilities and processes, with the objective to co-design and provide feedback on a broad and evolving range of IT solutions, systems, standards, and features. These IT products need to meet CBT business requirements, be sound and enable WFP and Governments to deliver cash to the most vulnerable.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide strategic advice to management on system/IT related policies/regulations, and their impacts on operations. 2. Business context-sensitive process re-engineering for field operations, involving the introduction of new technologies or solutions, as well as change management implementing such. 3. Oversee CBT digital roadmap and solution landscape: a. Maintain map of CBT business capabilities, processes, and solutions b. Maintain CBT systems menu (combination of solutions available to support different capabilities in different scenarios) c. Provide authoritative expertise on CBT system implementations; provide direct advice to field offices through on site missions d. Liaise with IT division counterparts 4. Oversee CBT digital products: a. Represent the CBT point of view, requirements, interests (requires in depth understanding of business priorities, strategies, challenges on the ground) vis-à-vis WFP and external stakeholders, vendors, partners b. Feature development oversight and prioritization c. Cost-benefits analyses of systems and features d. Advise on business-specific aspects, strategy, and functional and non-functional requirements, particularly related to beneficiary data protection, security e. Represent CBT in technical work executed by engineers from external companies (sprint planning, acceptance testing, feature prioritization) f. Manage a team of staff and/or contractors (as applicable), providing coaching, training, and guidance to ensure appropriate development and enable high performance. g. Business analysis oversight: requirement specification, requires strong expertise in processes. 5. Negotiate and manage contracts with service providers, and service delivery from other stakeholders within WFP, to contribute to the delivery of services. 6. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS

Education:

You have

  • Advanced university degree in Computer Science or other relevant fields, or First University degree with an additional 2 years of work experience or training/courses.

Experience:

You have

  • A minimum of 8 years of experience in managing technology projects and supervision of team members.
  • Demonstrable experience in building and fostering relationships with stakeholders (including the senior leader and relevant business and technical experts).
  • Knowledge of business requirement analysis, data modeling, and systems architecture is desirable.

Language:

You have

  • Fluency (level C) in English is required.
  • Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) or Portuguese (one of WFP’s working languages) is desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Led digital assessment efforts in field CBT contexts in the humanitarian sector.
  • Expertise with system design/development Agile practices.
  • Knowledge of state-of-the-art technology; system architecture and SDLC would be an asset. (cloud, agile development, integration, scalability, modularity, etc.).
  • In-depth understanding of CBT business priorities, strategies challenges on the ground.
  • Ability to write reports/assessments concisely and make compelling presentations for approaches to technical and non-technical audiences.
  • Previous accountability in the creation and promotion of new products or services to meet the organizational strategy.
  • Demonstrated ability in managing, coaching, and developing members of a geographically dispersed, multicultural team and wider community.

TERMS AND CONDITIONS

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years (2-4 years). The position is based in either Rome, Italy, or Munich, Germany, and the selected candidate will be expected to relocate to either location to take up this assignment.

Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
