Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „Support to Public Finance Management Reforms” in Ethiopia.

The overall objective (impact) to which this action contributes is “Enhanced transparency and efficiency of public financial management for better service delivery and inclusive development”.

The specific objectives (outcomes) of this contract are as follows:

  • Improved service delivery for all through more effective PFM systems at local level; and
  • Improved budget oversight and budget scrutiny by the relevant national institutions.

Your profile

Qualifications and skills

  • Post-graduate degree in public finance, economics, accounting, public administration or related fields.

General professional experience

  • At least 10 years' experience in with governments or development partners on budget management reforms.
  • Experience in aid delivery methods and in implementation of international cooperation projects/programmes.
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  • Computer literacy, excellent report writing skills and ability to produce quality documents.
  • Excellent oral and written communication skills in English.
  • Experience in Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.

Specific professional experience

  • Previous experience in the formulation and adoption of a medium-term expenditure framework, and linkage with different government level programing including national budgeting, gender responsive, administration, and sector planning processes. Specific experience in Sub-Saharan Africa will be an advantage.
  • Practical experience in designing and delivering hands-on functional training to budget and planning staff in preparing budget documentation and report.
  • Demonstrated experience in operational budgetary processes and in public expenditure reviews.
  • Demonstrated experience in the recording and monitoring of revenue and expenditure arrears; in revenue forecasting and analysis; and in Methodology for Assessing Procurement Systems (MAPS II).
  • Practical experience in the implementation of budget transparency and accountability (BTA) concept; and International Budget Partnership (IBP) recommendations.

Location information

The TFU will be based in Addis Ababa. Periodic travel at sub-national level will be required.

Start date & period of implementation

The intended start date is May 2023 and the period of implementation of the contract will be 48 months from this date (approx. 726 working days).
