Result of Service The Senior Africa Advisor will strengthen the policy elements of CCAC’s efforts in Africa, aligning these with the Assessment recommendations. S/he will play an important role in achieving effective implementation of the recommendations from the Assessment.

Duties and Responsibilities The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international body working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, hydrofluorocarbons (HFCs) and tropospheric ozone.

United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris.

In response to the needs of the African countries and international agreements on sustainable development goals to tackle air quality and climate change, as well as mandated by the African Ministerial Conference on the Environment (AMCEN), CCAC has commissioned the Integrated Assessment of Air Pollution and Climate Change for Sustainable Development in Africa to enable science-based and fast-tracked policy driven action. The Assessment was completed in November 2022. It brought together practitioners working across Africa to address the growing air pollution and associated climate threats while promoting capacity building and action to reduce air pollution with a focus on short-lived climate pollutant (SLCPs) as part of climate and air quality strategies. The Assessment has built a community of practice, integrating, and enhancing existing science-policy-practice networks, to consider the role and potential of emission mitigation strategies to support development in Africa. A consultant with a strong policy background and reputation in Africa in the field of air pollution and climate change - with an emphasis on SLCPs, is needed to carry out additional activities to provide political acumen, strategic support in preparing for implementation of the recommendations in the Assessment.

The consultancy is contributing in CCAC to the following expected outcomes: - National, regional or international policies informed by or using research, modeling or data - Investments, projects informed by or using research, modeling or data - New or updated plans, policies, or strategies - Government entities with improved capacity for SLCP action

Qualifications/special skills An advanced university degree is required in the field of climate change, environment, natural resources management, development, economics, or international relations. - At least 15 years of professional experience related to environment or climate change strategies are required, with at least 10 of those years obtained within a national government or public policy entity with direct experience in leading policy development or implementation. - Proven expertise in short-lived climate pollutants is required, and expert level knowledge of African policies related to air pollution and climate change.

Languages Fluency in English (written and spoken) is required
