OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The role of the Ethics Office is to nurture and strengthen a culture of ethics, integrity, transparency, and accountability, thereby enhancing the trust and credibility of PAHO. Its core functions include providing guidance, advice, and training to help staff make the right ethical decisions in their professional work and personal conduct, assuring compliance with PAHO’s Code of Ethical Conduct and the International Civil Service Commission’s Standards of Conduct for the International Civil Service, preventing sexual misconduct and all forms of harassment, engaging in anti-fraud and anti-corruption activities, and protecting personnel from retaliation.

DESCRIPTION OF DUTIES

Under the direct supervision of the Ethics Program Manager, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

Strategic Direction and Compliance

  1. Develop and oversee the implementation of PAHO’s plan of action and all PRSEAH activities in the region of the Americas to strengthen prevention, detection, reporting and response capabilities;
  2. Identify and address systemic issues, risks, trends, and concerns related to SEAH, with particular focus on community facing programs and activities that inherently carry a high risk of SEAH;
  3. Ensure that personnel are aware of and adhere to PAHO’s zero tolerance policy on SEAH and zero tolerance for inaction, their reporting responsibilities, and have knowledge of and easy access to reporting mechanisms;
  4. Develop new and update existing policies to ensure that PAHO remains at the forefront of best practice regarding PRSEAH;
  5. Ensure that SEAH risk reduction measures are systematically conducted, such as regular background screening of personnel, contractual partners are assessed for PRSEAH, and an environment that supports the safe reporting of SEAH concerns is created;
  6. Proactively engage technical and administrative departments and units to ensure that they are assessing SEAH risks in all programs and activities and integrating risk mitigation measures in their day-to-day work;
  7. Assess the impact of the Organization’s efforts in preventing and responding to SEAH and refine strategies and approaches to ensure continued relevancy in a dynamic environment;

Country Operations Support

  1. Develop the PRSEAH country action plans in consultation with the country focal points;
  2. Coordinate the work of the country focal points and provide guidance and support to PAHO/WHO country representatives and focal points to deliver on PRSEAH activities and related capacity building;
  3. Provide advice on the implementation of a victims first approach and support mechanisms;
  4. Support SEAH risk assessments in countries to identify risks and develop mitigation plans;
  5. Participate in field missions and emergency operations to monitor and assess the situation on the ground, interact with the civilian population to raise awareness, ensure the proper operation of community-based reporting systems and provide training, guidance and support;

Global PRSEAH Task Team

  1. Serve as a member of the WHO Task team on PRSEAH;
  2. Contribute to organization-wide knowledge and best practices in PRSEAH management and actively participate in the WHO global network for PRSEAH, including for UN-wide efforts;

Reporting Mechanisms and Protection from Retaliation

  1. Ensure that PAHO has an easily accessible feedback and reporting mechanism for personnel, whistleblowers, and communities with reliable follow-up and transparent reporting;
  2. Adopt a key and proactive role, and recommend measures, as appropriate, to protect people from retaliation who have reported sexual misconduct or cooperated in an SEAH investigation;

Training and Outreach

  1. Develop awareness material, including posters, brochures and videos, to increase the knowledge of PAHO personnel on the standards of conduct expected of them as international civil servants;
  2. Organize and provide PRSEAH training and online courses for personnel throughout the Organization, as well as to people in the communities served by PAHO;
  3. Undertake outreach activities so that PAHO contractors, service providers and partners are aware of PAHO’s zero tolerance policy on SEAH and can manage their activities accordingly;

Reporting

  1. Prepare briefing documents for Member States, Executive Management, PAHO’s Audit Committee, donors and stakeholders;
  2. Compile statistics and data on PRSEAH issues, including on training and outreach;

Other Activities

  1. Engage in resource mobilization to obtain funds from Member States, donors and partners to expand the Organization’s capacity to prevent and respond to SEAH;
  2. Provide leadership, guidance and monitoring of supervised staff by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts; establish and support a learning environment;
  3. Promote a culture of ethical behavior and integrity in accordance with the Organization’s Code of Ethical Conduct to help ensure a culture of respect, responsibility, accountability and compliance;
  4. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a social science, international development, public health, human rights law, humanitarian affairs, law or management, and a master’s degree in any discipline related to the functions of the post from a recognized university.

Desirable: Post graduate studies or specialized training in strategy development, human rights, social anthropology, community engagement, or behavior change management would be an asset.

Experience****:

Essential: Thirteen years of combined national and international professional experience, including in one or a combination of the following:

  • Working with children and/or adults who have witnessed or experienced exploitation, abuse or harassment.
  • Experience conducting awareness raising and training on sensitive issues, such as sexual exploitation and abuse and/or child abuse; experience in providing safeguarding guidance and advice.
  • Experience in the delivery of programs in complex humanitarian or development contexts.
  • Experience in institutional capacity building or change management.

Desirable: Experience managing health interventions in complex humanitarian or development contexts and experience in leading large teams would be assets.

  • Excellent knowledge of safeguarding actors and their comparative strength and weaknesses in the inter-agency effort of prevention and response to SEA.
  • Demonstrated knowledge and skills in conducting risk assessments, joint planning and consultation processes with diverse audiences and stakeholders.
  • Demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary teams and multinational staff; and ensure confidentiality.
  • Sound knowledge and experience in consultation processes and priority identification.
  • Excellent negotiation skills and ability to convene stakeholders and facilitate change among PAHO, WHO, UN, NGOs, national health authorities, donors and other actors.

Languages:

Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary****: (Net of taxes)

US $92,731.00 post adjustment

Post Adjustment****: 63.5% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
