Organizational Setting

The Animal Production and Health Division (NSA) has a key role in assisting Member countries on livestock development, health and policies to achieve the growth and transformation of the livestock sector and progress towards achievement of the Sustainable Development Goals (SDGs). Within NSA, the Emergency Prevention System for Animal Health (EMPRES) develops strategies and policies for improved prevention, detection, preparedness and response to transboundary animal diseases (including transboundary zoonotic diseases). The activities are coordinated with the World Organization for Animal Health (WOAH), under the Global Framework for the progressive control of Transboundary Animal Diseases (GF-TADs).

GF-TADs is a joint initiative of FAO and WOAH to support national, regional and global progress against the most devastating transboundary animal diseases (TADs). GF-TADs is a facilitating mechanism which endeavours to empower regional alliances in the fight against TADs, which uses the convening power of the organisations to bring partners together to promote progressive control and associated investments and assists in establishing programs for the specific control of certain TADs, based on regional priorities. The GF-TADs Global Steering Committee provides guidance on technical activities of global scope to be implemented by the GF-TADs Global Secretariat (GS) under the supervision of the GF-TADs management Committee (MC). The Global Secretariat is staffed with officers from FAO and WOAH and works under the supervision of the GF-TADs MC.

The Global Secretariat (GS) of the GF-TADs is responsible for the following:

  • Prepare meetings of the MC, and the Global Steering Committee (GSC), including the development of guidance papers and proposals, and ensure the timely follow-up of decisions taken;
  • Support the MC in the implementation of the GF-TADs Strategy 2021-2025, ensure the monitoring of its implementation, and provide reporting of progress to the MC;
  • Coordinate with and support the five Regional Steering Committees and their secretariats, facilitating collaboration and cooperation between global and regional levels;
  • Coordinate with and support the Secretariats and Working Groups of the global priority diseases (FMD, PPR, ASF, post-Rinderpest, and Avian Influenza)
  • Coordinate with and support the Partnerships and Financing Platform (PFP) of GF-TADs, providing guidance and support to this multi-stakeholder panel in its advisory role.

Reporting Lines

The Global Coordinator is under the overall supervision of the Chief Veterinary Officer, NSAH and works under the technical guidance of the members of the Management Committee. She/he will work in close collaboration and coordination with other members of the global and regional Secretariats of GFTADs.

Technical Focus

The incumbent will focus on providing required strategic and technical inputs, and guidance to the work of Global Secretariat, as advised by the MC and the GSC, and ensure effective implementation and monitoring of the GFTADs Strategy 2021-25.

Tasks and responsibilities

  • Coordinate the work of the Global Secretariat, ensuring the timely preparation of meetings and the follow up implementation of the decisions taken at the Global Steering Committee and Management Committee meetings;
  • Ensure the development and implementation of the results framework and the monitoring and evaluation framework of the GF-TADs Strategy
  • Coordinate and support all activities of the Partnerships and Financing Platform (PFP) for GF-TADs
  • Support the FAO and OIE in the coordination of GF-TADs between global and regional levels, liaising with Regional Secretariats to ensure and support a balanced distribution of efforts between staff resources of partners;
  • Participate in regional GF-TADs Steering Committee meetings to offer vision, expertise, and cross fertilization of ideas/examples from other GF-TADs regions or sub-regions
  • Participate in meetings of priority Disease Working Groups/Secretariats to offer support, vision and to enhance synergies
  • Assist, when necessary, in organizing GF-TADs conferences, seminars, workshops worldwide, in support of regional secretariats and disease working groups where appropriate, ensuring parity and reciprocity between participating institutions
  • Coordinate the work planning and internal responsibilities of the FAO officers, working in the Gf-TADs context
  • Promote the GF-TADS activities through various media, ensuring updating of the GF-TADs website and the corporate media and information channels;
  • Provide guidance on request to senior management of FAO and OIE and carry out any other related activities requested by the GF-TADs MC

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in veterinary medicine, animal health or a related field
  • At least ten years of relevant experience in leading animal health/livestock sector development programmes at global level.
  • Working knowledge of English and limited knowledge of one of the FAO languages; Arabic, French, Spanish, Chinese or Russian (for PSA it can be required only one language).

Technical/Functional Skills

  • Work experience in national and international entities and/or industry experience related to livestock sector
  • Extent and relevance of experience in transboundary animal diseases control, and livestock development.
  • Experience of collaborations and partnerships with private sector, industry consortia and networks, producer organisations and livestock development partners
  • Extent of experience in the work or management of a secretariat or equivalent body
  • Good understanding of institutional issues related to animal health and production in developing countries
