Result of Service The Senior Administrative Specialist will report to the Chief of Central Support Services but will work closely with the Head of Administration Services Unit as well as coordinate regularly with other administrative and General services staff.

Expected duration 4 months

Duties and Responsibilities Under the supervision of the Chief Central Support Services Division, the consultant provides support in all technical administration activities and services including conference and events management, facilities, assets and property management, mail and pouch and travel services.

a) The consultant will provide technical guidance on administration and general services and advice to CSSD staff at all stage of the processes and ensuring the correct application of administrative policies, principles, procedures and rules. b) Responsible for facilities management, building maintenance of HQ Amman and for coordinating necessary works with JFO’s maintenance and engineering services; in coordination with JFO, manages and oversees contracts and SLAs related to construction and renovation projects at HQ/Amman; manages other relevant services and contracts as directed. c) The consultant is also expected to provide support to field offices in the administration services as needed through remote or direct support missions to the field. d) Responsible for coordinating all asset management activities, coordinating the physical asset count and following up on the recommendations of the physical inventory count. Responsible for managing properties and administrative supplies, office equipment and vehicles, updating inventory of items, and ensuring follow-up action for HQ Amman and field offices e) Support in developing Administrative Services policies, guidelines and standard operating procedures, and ensures proper and efficient implementation of services according to policy framework. f) Responsible for responding to and monitoring implementation of audit observations related to administrative services and ensure the office’s administrative operations and services are effectively in compliance with the organization’s administrative policy, procedures, rules, and regulations. g) Monitors and evaluates the services delivered by suppliers and service providers in the area of facility management, conferences and meetings and exploring UN common joint solutions, h) Performs other duties as may be assigned by the supervisors.

Qualifications/special skills Advanced university degree (Master's degree or equivalent) from an accredited educational institution in business administration or public administration, or a related field. A minimum of eight years of progressively responsible relevant experience in administration management in the public or private sector, of which at least five years should be directly related to first-hand administration management preferably at the international level. At least 2 years of international relevant experience outside of the candidate’s home country, and country/s of which the candidate has citizenship.

Languages English and Arabic are the working languages of the UNRWA. For the consultancy advertised, fluency in English is required; knowledge of Arabic is added advantage.
