Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”.

The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its five Sections, namely the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management Section (FMS), the Transport and General Support Section (TGSS), and the Seibersdorf Laboratories Services Section (SLSS).

Among the five Sections, the Seibersdorf Laboratories Services Section (SLSS) provides site operation technical and administrative services to the work of the IAEA’s laboratories. SLSS services include facilities, technical, engineering, property and transport management, and site security through its management of the Seibersdorf Protective Force (SPF). The Section has a diverse complement of 35 staff, including technicians, drivers, procurement assistants and IT support. The armed SPF provides around-the-clock security for the site.

Main Purpose

Under the supervision of the Security Coordination Officer the Security Systems Technician is the primary contact point for issues related to the security infrastructure and monitors the functioning of Security Control and Management Systems, Video Surveillance, Alarm Intrusion and CCTV systems throughout the Seibersdorf Laboratories Site. He/she maintains, tests and updates the various systems including arrangement of procurement of spare parts and inventory control, as well as related training of end users in its use. He/she maintains the related databases and issues technical reports where necessary.

Functions / Key Results Expected

According to established standards and procedures • Serve as a technical Focal Point regarding the operation, maintenance, troubleshooting, repair and upgrade of the various security systems and equipment (e.g. access control, video surveillance, electro-mechanical devices) by providing direct technical support in the IAEA laboratories in Seibersdorf. • Test and calibrate electronic components/equipment. • Serve as a first responder to security systems malfunctions and identify and correct them and/or liaise with contractor for maintenance. • Monitor and oversee activities of contracting firms and perform quality control checks, if required. • Perform security systems checks following incidents and scheduled power cuts, provide support for any remedial actions required during silent hours. • Conduct in house training on use of security systems such as the Seibersdorf Protective Force. • Perform inventory control, arrange procurement of spare parts with vendors and maintain stocks. • Overview and maintain records of systems such as Access Control, Video Surveillance, Security Management System. Issue reports, as required. • Provide technical input such as for designing new security system features, if required.

- Certification is highly desirable in any: Access Control, Badging and Visitor Management Systems, CCTV, Surveillance, Burglar, and Intrusion Detection Systems

- Certification is highly desirable in any: Perimeter Detection Systems, Physical Security Information Management (PSIM) Systems SONET and/or DWDM Communication Systems

- Minimum of five years of relevant experience in electronics including experience with security systems, surveillance systems and related computerized equipment, some of which in a large organisation/company.

- Excellent oral and written command of English and German. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

- English language test (level 2) to IAEA standard.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 47422 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
