Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

The Programme and Budget Section plans, coordinates and supervises the timely and accurate preparation of the IAEA's programme and budget documents, ensuring innovative financial policies and strategies and a results-based approach, as well as monitoring the day-to-day implementation of the budget so as to promote effective and efficient use of resources.

Main Purpose

Reporting to the Director (Chief Financial Officer), the Section Head plays a key role in one area of the financial management of the Agency. The Section Head provides leadership and professional direction to the staff of the Section and ensures the efficient management of the financial planning function in compliance with the Agency’s rules and procedures. The Section Head also drives changes and process improvements.

Role

The Section Head is: (1) a leader, encouraging, inspiring and developing a team; (2) an expert and an adviser to the Director and other senior managers on financial management issues; (3) a change manager supporting and driving policy development, efficiency gains and process improvements.

Functions / Key Results Expected

  • Develop, implement, communicate and monitor implementation of all Agency programme planning and budgeting policies, guidelines, and standards, as well as the related information systems following recognized Results-Based Management best practices.
  • Prepare in a timely manner the Agency’s proposed Programme and Budget documents to be submitted to the Agency Policy Making Organs.
  • Manage the planning, monitoring the implementation and reporting of all Agency’s resources including extrabudgetary resources.
  • Draft and present related documents and reports to the Agency Policy Making Organs in view of ensuring the continued confidence of Member States in the financial management of the Agency.
  • Lead and develop an innovative and effective team.
  • Support change initiatives, promote quality management and foster innovative solutions.
  • Provide advice and reporting on financial planning and budgeting, and other financial matters to management.

- Professional Certifications in finance and accounting (e.g. CA, CPA, ACCA) desirable.

- Advanced University (Master's, equivalent or higher) degree with specializations in finance and accounting. A Bachelor's degree with four additional years of relevant work experience and certifications from a recognized accounting body (e.g. ACCA, CPA, CMA) may be accepted in lieu of the Advanced University Degree.

- A minimum of 10 years of relevant professional experience, including at least 5 years of management experience in a comparable organization (international organization, public sector or non-profit organization, or equivalent). - Adherence to principles and values: high standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and trust. - Excellent presentation and communication skills, including the ability to deliver briefings to a diverse target audience, as well as to conduct effective meetings with senior management and other stakeholders. - Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $90664 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33999*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
