Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:

•Information Management Section •Nuclear Security of Materials Outside of Regulatory Control Section •Nuclear Security of Materials and Facilities Section •Programme Development and International Cooperation Section

The Nuclear Security of Materials Outside of Regulatory Control Section (MORC) is responsible for activities that assist States, upon request, in establishing and maintaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance in the area of nuclear security of materials outside of regulatory control, that is consistent with the relevant binding and non-binding international instruments, as well as providing assistance, upon request, to Member States in implementing their nuclear security frameworks. In addition, the Section conducts the International Nuclear Security Advisory Service (INSServ) and expert missions, upon request, to help Member States to establish and maintain effective nuclear security regimes, assists in capacity building, including education and training through international, regional and national training courses and workshops, develops methodologies, and assists in security upgrades relating to nuclear and radioactive material detection and response capabilities. The Section implements Coordinated Research Projects and technical meetings in the field of nuclear security of MORC and assists Member States in the implementation of nuclear security systems and measures to support Major Public Events.

Main Purpose

Reporting to the Director of the Division of Nuclear Security, the Section Head ensures the planning and implementation of projects related to detection and response within the IAEA's nuclear security programme, overseeing the quality and timeliness of the delivery of outputs and verifying achievement and outcomes using performance indicators. The Section Head is also responsible for defining, planning and evaluating separate projects and tasks and identifying the means for carrying these out.

Role

The Section Head is: (1) a manager and team leader, planning, leading and coordinating the activities of the Section, in accordance with Member States' needs, and monitoring their implementation; (2) a substantive expert/contributor, managing projects of particular complexity and/or sensitivity; (3) a coordinator of projects involving IAEA-wide efforts and the participation of experts from Member States and other international organizations; and (4) a scientific secretary to international scientific meetings related to a specialized field, overseeing the preparation and editing of scientific reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussions.

Functions / Key Results Expected

Plans, leads, coordinates, monitors implementation results and supervises the activities of the Section, including - but not limited to - the development of nuclear security guidance, evaluation and advisory missions to States to identify and make recommendations regarding necessary nuclear security system improvements and technical upgrades and to verify the results, as well as making available technical and human support for Member States in their efforts to establish effective nuclear security systems and to build capacity within the country between the numerous Ministries and organizations involved in nuclear security.

Manages the development, maintenance and provision for application of relevant nuclear security guidance in the area of the nuclear security detection and response, taking into account feedback on their application and emerging technical developments and trends. Leads efforts aimed at promoting research and development for improved nuclear security and methodologies for dealing with nuclear and other radioactive material outside of regulatory control.

Coordinates training, workshops and seminars in the area of the nuclear security detection and response.

Supervises and facilitates the implementation of projects included in the Integrated Nuclear Security Support Plans for individual countries.

Ensures the continued high standing and recognition of the IAEA in representing the IAEA at national and international meetings as required; establish and maintain contacts with relevant international organizations, committees and scientific societies.

Advanced university degree (masters) in nuclear physics, engineering or a related technical discipline. PhD in nuclear physics, nuclear engineering or a related field would be an asset.

University degree (bachelors) in nuclear physics, engineering or a related technical discipline with an additional of four years of relevant experience may be considered in lieu of advanced university degree.

Minimum of ten years of relevant professional experience in nuclear security related subjects, including in the area of development or enhancement of detection or response arrangements and capabilities; of which seven years of broad experience in nuclear security gained from working in an international and national environment in programme planning, definition, monitoring and reporting and five years of experience at the managerial level.

Demonstrated excellent leadership and interpersonal skills.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39888*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
