Result of Service - Assessment of needs and knowledge gaps of the UN Country Teams on SDG 12 and SCP, including circularity. - Mapping and analysis of resources on SCP (tools, guidance, policies, solutions, etc.) relevant to SDG 12 targets developed by relevant UN entities, including the custodian agencies engaged in the development and operations of the SDG 12 hub, as well as agencies of the Multi-Partner Trust Fund for SDG 12, and others, as applicable. - To present the final mapping and analysis in 1) Excel format and 2) in the form of a structured word document with brief presentations of each resource / tool, organized as per the agreed mapping categories, including key information to quickly guide users’ navigation. - Based on the SDG 12 Toolbox, organize and undertake national level capacity building sessions - Outcome and lessons learned document based on the experience of undertaking the needs assessment, mapping and SDG 12 toolbox development, and national level activities with the aim to strengthen UN support at country level on SDG 12 and SCP - Support to the activities related to Stockholm+50 and High-level Political Forum where UN inter-agency work on SDG 12 and SCP coordinated by the 10YFP Secretariat will be featured

Duties and Responsibilities The 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by the UN General Assembly, is a key implementation mechanism for the 2030 Agenda on Sustainable Development and its SDG 12, of which it is an integral part. The United Nations Environment Programme (UNEP) serves as the Secretariat of the 10YFP, working closely with Member States and other stakeholders engaged in the One Planet network (www.oneplanetnetwork.org) which supports the implementation of the 10YFP. The development, establishment and implementation of the 10YFP has relied on the convening power and expertise of the United Nations. Equally, United Nations agencies and programmes play a key role in the achievement of SDG 12. The 10YFP and its One Planet network benefit from the engagement of the UN in all of the six thematic programmes, as well as in the Multi-Partner Trust Fund for SDG 12 and the SDG 12 Hub recently launched by the Secretariat. In order to promote a more coherent and coordinated support to countries in implementing SDG 12 at the country level, it is important to make available the tools and resources developed by several UN entities that respond to the needs and knowledge gaps of the UN Country teams. To achieve that, there is a need to map and systematize those resources and tools, in a way that deepens the understanding of SDG 12 and its contribution in implementing the 2030 Agenda; and strengthen efforts to integrate SCP in the support provided by the UN system at the country level. The aim is to mainstream SDG 12 in the joint work of UN Country Teams (UNCTs), in particular through the UN Sustainable Development Cooperation Frameworks. The mapping exercise will be based on the assessment of needs and knowledge gaps of the UN Country Teams in relation to SDG 12 and Sustainable Consumption and Production, including circularity. The outcome of such mapping will be fully integrated in the SDG 12 Hub and will take the form of SDG 12 Toolbox.

This Hub is an inter-agency effort coordinated by the 10YFP Secretariat, providing a central location for supporting national monitoring processes and official reporting of progress on the achievement of SDG 12. The SDG 12 Hub goes beyond presenting data and progress in an interactive format, allowing for country, regional and global analysis, and supporting official monitoring and reporting processes. It also aims to guide stakeholders, including UN Country Teams in support of SCP implementation, to apply SCP solutions and tools, and bring together existing communities of practice.

Further to the development of the Toolbox, national level activities are foreseen in the form of capacity building sessions based on needs and priorities of selected country teams Having the SDG 12 toolbox as the basis, the sessions would be individually designed to address the priorities of each country team and aim to identify hotspots and intervention points that enable sustainable consumption and production, including circularity.

In this context, the 10YFP Secretariat is looking for a consultant to undertake the above-mentioned needs assessment, a mapping of resources and tools developed across the UN system that can support the implementation of the SDG 12, organize, and undertake national level sessions, and support activities related to Stockholm+50 and High-level Political Forum where UN inter-agency work on SDG 12 and SCP coordinated by the 10YFP Secretariat will be featured.

Qualifications/special skills Competency: Good understanding of sustainable consumption and production, circular economy, sustainable resource use, green economy and/or related concepts and the applicability of tools and solutions to address sustainability issues;

Knowledge of the UN System and experience in inter-agency cooperation, such as through knowledge / information sharing activities, is required;

The individual should be organized, impact and results oriented and should demonstrate ability to respond positively to critical feedback and different ideas and suggestions;

The consultant should have flexibility and adaptability to work under pressure and meet specific deadlines Skills: Good research skills to collect, analyze and compile relevant information from desktop research, surveys and stakeholder inputs, with a proven ability to manage datasets and various online databases and tools;

Ability to work in international environment and have excellent inter-personal and communication skills;

Proficiency in Microsoft Office software is required. Academic Qualifications: University Degree (Master’s level or BA level) in sustainability, political science, international relations or another related Degree Experience: At least 5 years of professional experience related to sustainability, SCP in particular, in the context of international cooperation and development Language: For this position fluency in written and spoken English is required.
